- Healthcare Acquisition Activity-North intends to issue a Blanket Purchase agreement with the American Red Cross, River Valley region KY, for packed red blood cells, fresh frozen plasma, cryoprecipitate, and platelets on an emergency basis, located at Ireland Army Community Hospital (IACH), under the authority of FAR 13.106-1(b)(1). The American Red Cross is the only known supplier within 50 miles of IACH, Ft. Knox Kentucky. The hospital will be purchasing packed red blood cells, fresh frozen plasma, cryoprecipitate, and platelets on an emergency basis. Because the blood products are needed on an emergency basis, proximity of the supplier is of critical importance for adequate patient care. The American Red Cross provides service twenty-four hours a day seven days a week. All transfusion facilities in the Ft. Knox area use the American Red Cross products which allow the hospital to obtain and exchange products with all these facilities when necessary. The American Red Cross has a collection center within 10 and 30 miles of the hospital, which allows autologous blood donors to be drawn. Blood products must be delivered to the Hospital within an hour of order for patient care. This requirement will be procured in accordance with Federal Acquisition Regulation Part 13, using simplified acquisition procedures. NAICS code is 624230, size standard of over $5 million.. All responsible sources may submit a quotation which shall be considered by the Agency. Offerors certain they can meet the requirement may submit in writing an affirmative response and statement of technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. A determination by the Government not to open the requirement to competition based upon responses to the notice is solely within the discretion of the government. Affirmative written response must be received no later than 23 Feb 2011.
