Description
NASA intends to increase the Indefinite Delivery, Indefinite Quantity (IDIQ) taskmaximum order ceiling of the contract with GeoControl Systems, Inc. entitled IndependentVerification and Validation (IV&V) Tools Lab, Contract No. NNG06DA08C on a sole-sourcebasis pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, in support of GoddardSpace Flight Centers (GSFC) Independent Verification and Validation (IV&V) Program. TheNASA IV&V Tools Lab contract supports the NASA IV&V program by providing management,continuous improvement, training and engineering services for the Computer Aided SoftwareEngineering (CASE) tools that are utilized by the IV&V Program. This increase in themaximum order quantity ceiling is necessary to continue existing task orders until thecompetitive follow-on contract is awarded. The follow-on effort entitled NASA IVVSoftware Assurance Tools Group Support which was published on January 25, 2011, will beissued as a small business set-aside and is scheduled for award on or about September 1,2011. The solicitation for the follow-on effort is expected to be released on or beforeApril 22, 2011. The increase in maximum order quantity is necessary in order to ensureprogram continuity and critical mission support and to avoid significant technicalimpacts to the IV&V program. An interruption and restart of this effort, with a newcontractor that is unfamiliar with the specific requirements of NASAs IV&V program,would greatly jeopardize the success of NASAs IV&V mission.GeoControl Systems, Inc.as the current incumbent has the combined training, experience, and expertise to provideuninterrupted continuation of mission critical support. Due to the time and substantialduplication of costs involved in procuring and phasing in another contractor, GeoControlSystems, Inc. is considered the only contractor that can meet GSFCs needs given the shortperiod of time until the new requirement is put in place. Interested organizations maysubmit their capabilities and qualifications to perform the effort in writing to theidentified point of contact not later than 3:00 PM local time on March 3, 2011. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency. An Ombudsman hasbeen appointed.
