- Description
- NASA/GRC has a requirement for Extravehicular Activity (EVA) Exploration Technology& Demonstrations (ETDD) radio development non-commercial effort to provide a wirelessnetwork communications platform to target future International Space Station detailedtest objectives. For FY 2011, the EVA ETDD radio effort will conduct a stand-alonetechnology demonstration of a bimodal EVA radio that utilizes 802.11n (Wideband) and aCOTS waveform (UHF, Operational Band). One of the Level 1 requirements for the EVA ETDDradio platform is to integrate a Delay/ Disruption Tolerant Networking (DTN)-enabledmiddleware solution that will support DTN-enabled applications, facilitate switching, andoperate as an intelligent data buffer between Operational and Wideband radio operations.This activity will last the duration of eight (8) months. NASA/GRC intends to purchase the items from the University of Colorado, 3100 Marine St,Boulder, CO. NASA has previously used BioNet, a DTN-enabled middleware solution developed by BioServe,which was leveraged for NASA experiments. To attempt to find another firm for this workwould add significantly to the total cost of the project and would delay the planneddeliverables. The labor-hours to develop an eventual in-house capability and integrateother Delay/ Disruption Tolerant Networking (DTN) builds onto the EVA ETDD radioarchitecture exceed the costs of purchasing and integrating BioNet.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon February 28, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
