- Checklist to assist with proposal preparation List of acronyms Past performance customer survey Pricing matrix Technical compliance matrix for audio offering Technical compliance matrix for video offering RFP with SOW, proposal instructions, evaluation factors and clauses RFP cover letter Prospective Offerors: The Enterprise Information Technology Acquisition Division (EAD), within the Department of Homeland Security (DHS) Office of Procurement Operations (OPO), is pleased to present this solicitation for technical investigative surveillance equipment, hereafter referred to as "TechOps." This unrestricted procurement is being conducted by the EAD as a Government Wide Acquisition Contract (GWAC) in support of the DHS Office of the Chief Information Officer (OCIO) and the Federal Technical Operations Working Group (TOWG). The objective of the TechOps procurement is to establish contracts to provide a full array of audio and video surveillance equipment and ancillary services in support of DHS Components and other Federal agencies having statutory law enforcement authority. These contracts will be awarded to highly qualified contractors that possess the capabilities and demonstrated experience to serve as prime contractors for this program. DHS seeks the best and widest array of product offerings. Offerors may propose on either the audio or video category, or both. The Government will be conducting separate source selections for each category. The Government strongly encourages teaming. Prospective offerors are encouraged to conduct a self assessment against the Technical Compliance Matrix to determine if they will be competitive as a prime contractor for the audio or video category. Prospective offerors that do not believe they will be among the most highly rated competitors should instead pursue subcontractor/teaming opportunities with other offerors. By structuring the procurement in this manner, DHS strives to provide a broad field of competitors with a variety of the very best products, and to maintain delivery order level competition for both prime and subcontractors. Proposal submission instructions and evaluation criteria are provided in Attachment 1. Your proposal shall be submitted via e-mail no later than 2pm, EST, March 16, 2011 to DHSTechOps@dhs.gov. "No Bid" replies, though not required, shall also be submitted via e-mail. Questions shall be submitted via e-mail by 2pm EDT, February 24, 2011 to DHSTechOps@dhs.gov. Your hardcopy proposal shall be delivered to the address provided in Chapter E Part 2, Section 2.2.4 of Attachment 1. Due to security and screening procedures, it is recommended that offerors submit their packages early to avoid any mail screening delays. Hand deliveries are not permitted.
