Performance Work Statement Request for Information (RFI) for Joint Planning Execution Services (JPES) Program Management Office (PMO) Engineering Support 1.0 Description: This sources sought announcement is published for market research purposes only. This market research will be used to help identify any business sources, large or small, in the market. Preference will be given to small business first and then other than small businesses. Request that prospective Offerors complete and return a Capabilities Statement as described below to determine which contractors possess the resources to perform Transition/Migration Engineering, Architectural/Infrastructure Engineering, and JPES Capability Coordination to support the JPES business process... This should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach or otherwise reimburse respondents for any costs incurred in preparation of a response to this notice. This effort is currently under contract to Pragmatics, with a Period of Performance ending in April 2011 under contract HC1028-08-D-2010 VC09. 2.0 Background : The Joint Planning Execution Services (JPES) is the Department of Defense's (DoD's) methodology for constructing timely and agile war plans that achieve national security objectives. Currently the DoD has several operational capabilities and systems that provide functionality to support the JPES business process. These capabilities/tools provide abilities that focus on campaign planning, forecast predictions, information management and rapid execution. These capabilities/tools are tailored for use by the Combatant Commanders, Component Services, Regional Commanders, Joint Task Forces (JTFs), and the Service staffs as planning, forecasting, analysis, and execution tools for both deliberate and crisis action planning. The DISA JPES PMO serves as the materiel developer of JPES/Force Projection enterprise capabilities to include complete lifecycle support for development and/or integration of capabilities against validated requirements and net-centric Command and Control (C2) architecture, testing, implementation support, and operational support (help desk, maintenance, training, etc). In order to fulfill its designated role, the DISA JPES PMO requires contractor support to accomplish the tasks necessary for planning and executing the transition of current JPES capabilities, including the capabilities within the Global Command and Control System - Joint (GCCS-J) Joint Operational Planning and Execution System (JOPES), Collaborative Force Analysis, Sustainment, and Transportation (CFAST), and other Department capabilities into a net-centric C2 architecture. 3.0 Required Qualifications : Contractor performance of assigned responsibilities shall require personnel experienced and familiar with existing and targeted Adaptive Planning and Execution (APEX) Force Projection C2 capabilities to include JOPES, IGS, RTB and JPES Framework. Expertise should include full SDLC direct support (requirements definition, software design and development, testing and deployment) to a DOD PMO in the delivery of systems to support the creation of Operational Plans (OPLANS) for Deliberate and Crisis Action deployment of U.S. Military Forces. Such expertise should include demonstrated experience with permissions management in accordance with JOPES Volumes and knowledge of evolution to APEX as directed by the Secretary of Defense. 4.0 Requested Information : Interested businesses are requested to submit a maximum 6 page capability statement of their ability and experience to perform the following: Task 1 - Task Order (TO) Management : The contractor shall provide Task Order level management and prepare a Task Order Management Plan describing the technical approach, organizational resources, and management controls that will be used to meet the cost, performance, and schedule requirements as well as a risk assessment (identification and mitigation strategy) throughout the Task Order execution The contractor shall prepare and brief weekly status reports to the TM, Systems Engineering Branch Chief, Chief Engineer, Deputy Program Manager (DPM), and/or Program Manager (PM). The contractor shall participate in and prepare monthly Contractor Performance Reviews (CPR) presentations, briefing status of contract performance to the TM, Systems Engineering Branch Chief, Program Control Branch Chief, Chief Engineer, DPM, and/or PM. CPR inputs are provided at the task or Contract Line Item Number (CLIN) level. If issues arise below the task level, then the contractor shall provide CPR inputs for the subtasks associated with the issues. The CPR format is provided under this Task Order as Government-Furnished Information (GFI) and shall take place at the Government's facility. At a minimum, the CPR data shall include: •- The Integrated Master Schedule (IMS) showing any proposed changes, the reasons for changes, and the potential impact on the program. •- Contractor Work Breakdown Structure (WBS) broken down into levels that align with the specific tasks and deliverables spelled out in sections 6 and 8. •- Descriptions of activities and deliverables during the current month for the Task Order. The descriptions shall include problem definitions and recommendations for program resolutions. Particular attention shall be given to risk management activities. •- Cumulative and monthly; planned and actual hours; planned and actual dollars; by task and subtask; by individual (including location) for the reporting period. All negotiated funds are to be tracked. Other Direct Costs (ODCs) are to be included in the task totals, respectively. Trips, technical visits, and related results (outcomes) for the reporting period. •- Trips, technical visits, and related results for the reporting period and projections for the next reporting period. •- Personnel reassignments (In Accordance With (IAW) the key personnel clause of the Task Order). SubTask 1.2 - Project Schedule and Work Breakdown Structure (WBS): The contractor shall prepare and maintain an automated IMS for the overall Task Order. The PMO IMS will be used to provide the overall structure and content to be maintained. The IMS depicts the tasks involved in the event-driven systems engineering and testing processes as provided by the government. The contractor shall deliver an IMS with at least three levels of sufficient definition to allow for tracking the completion of scheduled events, duration, and inter-relationships between events. The IMS will be baselined upon acceptance of the final schedule baseline and the contractor will provide bi-weekly updates to reflect the execution and completion of scheduled events. Changes cannot be made without concurrence from the TM, Systems Engineering Branch Chief, Chief Engineer, DPM, and/or PM. Any anticipated changes to the IMS shall be communicated within three working days following the identification of the change. This notification shall include identified impact factors and potential recovery mechanisms. The contractor shall provide a Work Breakdown Structure (WBS) with at least three levels of sufficient definition to allow for tracking the completion of required events; task duration; and inter-relationships between tasks. The contractor shall update the WBS monthly. Task 2 - JPES Business Process and Solutions Analysis : The contractor shall provide Subject Matter Experts (SMEs) with proven experience in adaptive planning, joint execution, force projection, deployment planning, and related databases within the DoD to support the development of requirements, supporting analyses, and trade studies in all phases of the Systems Development Life Cycle (SDLC). Expertise should include, but is not limited to, JOPES, Deliberate and Crisis Action Planning and Execution Segments ( DCAPES), and JPES. SMEs will perform architectural and performance analyses of Software (SW) and Hardware (HW) systems interfaces, and provide recommendations as well as implementation strategies to the JPES PMO. SMEs will also complete complex SW design activities to accomplish integration of multiple technologies to include topologies (client-server, distributed, Service Oriented Architecture (SOA)), operating systems (UNIX, Linux, Microsoft) networking (local and wide area networks), components (applications, servers, databases) key integration and permissions management technologies (WS-Notification, Attribute-Based Access Control (ABAC)) in aerospace and defense markets. The contractor will complete activities to formally model DoD business and operational processes, working with JPES engineering teams, to define and derive application integration strategy and requirements within a SOA topology in support of JPES initiatives - Rapid Time Phased Force Deployment Data (TPFDD) Builder, (RTB), Integrated Gamming System (IGS), Joint Force Projection (JFP), and JPES Framework (JFW). The SMEs shall recommend best practices and participate in activities for the selection of best-of-breed solutions among leading information technologies (Commercial Off-The-Shelf (COTS), Open Source Software (OSS)) and the devising of an executable plan for integrating into JFW as web service providers and interfacing to external consumers. A monthly Solutions Analysis Report shall be compiled by the contractor that integrates architectural recommendations, including data model updates, to achieve performance improvements, including implementation of ABAC, in accordance with functional requirements compiled from stakeholders in the APEX community. 5.0 Sources Sought : Respondents shall classify their company using the following North American Industry Classification System (NAICS) Code: 541330 Engineering Services. The Government is contemplating a Firm Fixed Price (FFP) contract. The term of the resulting contract will be a four year period (base period plus three option years). 6.0 Questions and Responses : Questions regarding this RFI shall be submitted in writing by email to the Contracting Officer and Contract Specialist. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the Federal Business Opportunities (FedBizOpps) website ; https://www.fbo.gov/ ; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 18 February 2011, will be answered. Responses to this RFI are to be submitted and received by 11:00 AM EST, 23 February 2011 to be considered by the Government. Responses should be single-spaced, Times New Roman, and12 point font with one inch margins, and compatible with MS Office Word 2007. Late responses will not be considered. Responses should provide the business's DUNS number and CAGE code and include a statement of self certification under the NAICS code. Additionally, responses should include recent (within the past three years or work that is on-going) and relevant experience (work similar in type, scope and complexity) to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers. Provide a list of the current contract vehicles your services may be procured from, to include the General Service Administration (GSA), Federal Supply Schedule (FSS), and any other government contract vehicle. Marketing brochures and/or generic company literature will not be considered. Not addressing all the requested information may result in the Government determining the responder is not capable of performing the scope of work required.
