Description
Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to request a proposal on a non-competitive basis with Lockheed Martin, Owego, NY to design and manufacture Consolidated Automated Support Systems (CASS) Operational Test Program Sets (OTPS) for the MH-60S/R aircraft platform. The upgrades are to be procured in conjunction with corresponding ECP 2659R2, ECP 2955 and ECP 3125 executed in the FY11 aircraft production contract. Development and production of the OTPS's consists of: thirty-three (33) each - Control Indicator (Keysets) OTPS CDU/PD Upgrade Kits; thirty-three (33) each - Lot A AMC OTPS VNIC Upgrade Kits; and 33 - Lot B TI MC/FMC OTPS Refresh (SP103E) Upgrade Kits. The Government intends to negotiate this requirement under the authority of 10 USC 2304 (c)(1), as prescribed by FAR 6.302-1. The Government does not own all of the necessary rights to data, drawings, or other specifications required to permit full and open competition. Lockheed Martin Corporation is the Original Equipment Manufacturer (OEM) of the OTPS's and the ECP's addressed in these upgrades; and as such they are the only vendor with the knowledge and proprietary data to develop and manufacture these items. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
