Description
Torpedo Warning System (TWS) Compatible AN/SLQ-25X Torpedo Countermeasure System Naval Sea Systems Command (NAVSEA) intends to issue a competitive solicitation for the design, engineering development, fabrication and test of an Engineering Development Model (EDM) for the Torpedo Warning System (TWS) Compatible AN/SLQ-25X Torpedo Countermeasure System with optional Low Rate Initial Production System production, testing and delivery and the associated program management, systems engineering, and logistic support planning requirements. The objective of the AN/SLQ-25X program is to deploy an improved system that will provide the NIXIE acoustic and non-acoustic countermeasure capability previously fielded under AN/SLQ-25A/C with power, data and line handling interfaces to the TWS and improved Performance Monitoring/Fault Localization (PM/FL) capabilities. The AN/SLQ-25X will replace the AN/SLQ-25A/C System(s) on High Value Units (HVU). The AN/SLQ-25X is a digitally controlled, modular design, electro-acoustic soft-kill countermeasure decoy system. It employs an underwater towed body acoustic projector, which is towed astern of the host ship by a fiber optic tow cable. The system defends ships against wake homing and acoustic homing torpedoes. The Navy plans to issue a draft of the AN/SLQ-25X Prime Item Product Functions Specification (PIPFS) and the Statement of Work (SOW) in the near future and provide a limited time for questions and comments. Following the issuance of the draft PIPFS and SOW and the question, comment and answer period, the Navy plans to issue a formal Request for Proposal (RFP) on or about 04 March 2011 for industry participation. The RFP and the attachments listed in solicitation number N00024-10-R-6280 will be issued electronically. Companies may download the RFP on or after the issue date by accessing the following address via the internet site or URL: http://www.neco.navy.mil. The solicitation and any amendments thereto will be issued electronically; subsequently the Government is under no obligation to maintain a bidder s mailing list. The Prime Item Product Functions Specification (PIPFS) and other related files will be mailed only to those companies with a validated security clearance. Prospective offeror s must submit a written request for those documents to the PCO Representative, Sharon B. Allen, at Sharon.Allen@navy.mil. The written request must include the company name, cage code, and the complete destination address and security point of contact (POC). Once a prospective offeror s need-to-know and security clearance is verified and approved, the company will be authorized to receive the PIPFS and other related files. The PIPFS and other related files will be mailed to the approved requestors on the same day the RFP is issued. The RFP and the attachments listed in solicitation number N00024-10-R-6280 will be issued electronically. Upon approval the classified PIPFS and all unclassified related files will be mailed. The Government will consider all written comments and or questions. The Government does not commit to providing a response to any comments or questions. All such questions should be received within ten (10) working days after release of the RFP to allow the Navy adequate time to prepare and issue responses prior to the date and time set for receipt of proposals. Any subsequent revision to any specification or solicitation requirement based on comments and or questions received remains solely at the Government s discretion. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified in this synopsis. This is not an RFP. This notice shall not be construed as a promise to contract or commitment of any kind. This information is subject to modification and in no way binds the Government to award of a contract.
