Description
The Federal Aviation Administration (FAA) issues this market survey seeking industry sources to acquire a portable Doppler Very High Frequency Omnidirectional Range (DVOR) system inclusive of equipment shelter and counterpoise. The FAA expects to release a Screening Information Request (SIR) during the 3rd quarter of FY2011. A product operational capabilities test is required as part of the selection process. Contract award is expected in FY 2011. The new procurement is needed to satisfy an unfilled national airspace systems (NAS) requirement. The purpose of this market survey is to gain awareness of industry capabilities and determine what commercial products already exist that meet or exceed DVOR requirements contained in the attached Draft Performance Specification Doppler Very High Frequency Omnidirectional Range (DVOR) paragraphs 4 and all of 5.1. PORTABILITY: The DVOR system must be transportable via ground only. It must meet commercial transportation height/width/length requirements allowing transportation over established roadways within the contiguous 48 states. No National Airspace System operational requirements have or will be changed and no research and development is envisioned for this procurement. Informal industry discussions indicate that multiple sources of commercial products may be available that meet or exceed these new requirements. Interested industry sources must submit responses that demonstrate their DVOR system satisfies the requirements above and the Draft DVOR performance specification or how any differences would be resolved. Integrator/Team responses are welcome. Three copies are requested. The following information is requested: 1. Technical data, as appropriate, to demonstrate that available commercial products meet or exceed the identified portions of the Draft DVOR performance specification. Include data relative to the capability of adding a DME, sparing, training, maintenance, and engineering support services; fifteen (15) page limit. 2. Data to show that the system will conform to the portability requirements specified in the above paragraph; five (5) page limit 3. Vendor corporate history, relevant contract experience that demonstrate ability to produce DVOR products and demonstrate ability to deploy these DVOR products; five (5) page limit. For the above criteria, all experience indicated must include relevant experience over the last three years, including a brief description of the work performed, the contract number, the identification of the Government or commercial agency for which the work was performed (identify all efforts performed as a subcontractor); and the name, title and telephone number of the Contracting Officer. Responses containing only company brochures, catalogs or other generic type information will be considered nonresponsive. For market survey purposes only, interested industry sources must submit 1) their pricing for products that meet or exceed the DVOR specification and 2) their company's Business Size Standard and Socio-Economic Status. The North American Industry Classification System (NAICS) code for this requirement is 334511, Doppler VOR, Aeronautical, manufacturing. All submissions received by the FAA will be treated as Proprietary Information unless otherwise requested by the individual submitter. Inquiries and responses received within thirty (30) days after the publication date of this notice will be considered. Inquiries and responses must be submitted not later than Friday, March 18, 2011, 12:00, Noon, Eastern Standard Time (EST). The FAA is not seeking or accepting unsolicited proposals at this time. They are not desired and will not be accepted. This announcement is not a request for proposals. The FAA is not liable for any costs associated with the preparation of responses to this request for information/market survey, nor will reimburse or otherwise pay any costs incurred by any party responding. Electronic, telephonic and telegraphic responses will not be accepted. A determination by the Government not to open the requirements to competition based upon response to this is solely within the discretion of the Government. Respondents will not necessarily be notified of the results of the evaluation.
