Description
This RFI is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This modification to RFI N00178-11-Q-3901 is being issued to answer questions that have been submitted. Clarification Questions A.If possible can you give more specific information about the frequency coverage desired for the system (HF to L band is pretty broad)? Also can we bid on portions of the frequency bands or do we have to bid on the entire range? For instance, we may have an antenna that exactly meets your requirements for a specific portion of L Band, but have nothing to cover the low end of HF “ do you still want us to bid? A “ Yes. Partial solutions are acceptable. The frequency breaks between bands of interest are sensitive and cannot be provided. B.1. In the section referred to as /Organization Background/, question #4 requests information on the financial condition of the company. Could you address the relevant time horizon and financial statements you hope to learn more about? Should we include pro-forma statements as well or should we limit the information to more general summary? A “ General summary is sufficient. 2. In the section referred to as /Organization Background/, question #5 requests information on śstandard reports ť and their costs. What reports are we referencing? Is this in connection with internal audits, minutes from meetings of the Board of Directors, quality control documents and conformance reports, etc? A “ Reports in this case refer to technical reports (e.g. qualification reports, test plans and reports, certification report). 3. In the section referred to as /Production, /question 11 refers to śtight schedule and requirements, ť could we have more information on the timeline of the project at hand? A “ Initial demonstration if funded would require delivery of initial 2 systems within 2 months on contract initiation. 4. In the section referred to as /Production, /question 12 refers to śaccreditations ť of the facility. Since we operate a limited production facility and utilize strategic partners to complete much of our production requirements, are we asked to describe our manufacturing partner ™s facilities in terms of accreditations? A “ If the proposed solution is comprised of a prime and sub-contractor agreement(s), then accreditation of facilities that would be producing, testing, or certifying components and assemblies are required. 5. Is it possible to gain some insight on the scale of the project ™s potential manufacturing needs? A “ Total production quantities have not been established at this time. If funded, the initial estimates are on the order of 500 complete systems over a 6 month period with potential for 1000 systems. 6. The announcement requests technologies which are TRL 8+. Does a system which is composed of antennas which are TRL 8 or TRL 9 on their own meet with the intent of your vision even though the assembled system is a lower TRL level? A “ Unless the integration of the higher-level TRL components significantly impacts their TRL, a lower TRL aggregate solution may acceptable. 7. We have several technologies that would be highly applicable to this problem however they are currently only TRL 7. Would you be willing to consider such technologies as part of the overall solution if we can demonstrate a clear path to get from the current state to a TRL 8? A “ Yes. C.1. What is the current response date for this RFI? A-Responses are due 28 February 2011. 2. Any special formatting requirements for the white paper: spacing, font, margins? A-INSTRUCTIONS AND RESPONSE GUIDELINES - Proprietary data must be marked as such on a page by page basis. Responses are limited to a total of 25 pages and must be completed in Microsoft Word or PDF format. Page size must be "8.5 x 11", font must be 12 point or larger, and margins must be at least 1". Both sides of the paper may be used. Each side is counted unless blank. Briefly describe your company, your services, history, ownership, financial information, business size, technical responses, other information you deem relevant, and respond to the specific inquiries in the attached questionnaire. Supplemental material such as brochures or marketing materials outlining specifications, capabilities, resumes, curriculum vitae (CVs), and research papers may be submitted. Supplemental material will not be page counted. D.Are there any notional plans regarding potential award schedules or quantities that may be required? A-This is a Request for Information (RFI) from the Naval Surface Warfare Center, Dahlgren Division (NSWCDD). Please provide the information outlined in the attached Request for Information. Proprietary data must be marked as such on a page by page basis. Be advised that all submissions become Government property and will not be returned. The submission of information in response to this notice is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only and part of market research and will not be shared outside of the Government. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does NOT constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. NO SOLICITATION EXISTS AT THIS TIME. E.Should responses should be emailed to NSWCDD, but I do not see an email address listed. Can you please clarify if this means they should be sent to you directly? A-Final responses to the RFI shall be emailed to Nicole Williams at nicole.a.williams@navy.mil. The subject line should read N00178-11-Q-3901 RFI. If RFI packages exceed 6 MB, please send a CD of material to Nicole Williams/CXS13-22, Naval Surface Warfare Center Dahlgren Division, 17632 Dahlgren Road, Suite 157, Dahlgren, Virginia 22448-5110. The package must be postmarked by the submission date. It is suggested that packages be sent in Adobe PDF format.
