Description
This is a pre-solicitation notice only, and is not a Request for Proposal (RFP). The solicitation will be posted electronically on the GPE and will contain instructions for obtaining further information on this requirement. The approximate solicitation issue date is February 17, 2011. The requirement is for Non-personal services in support of the 721 Aerial Port Squadron (APS). Security services are required 24 hours a day, 7 days a week, 365 calendar days per year. The contractor shall provide all management, supervision, necessary equipment and supplies, and trained personnel. Conduct 100% passenger screening inspections and perform constant surveillance of alarm room and access/surveillance systems to prevent unauthorized entry to designated areas/aircraft. The contractor shall respond appropriately to security alarm activations to prevent unauthorized access to areas. Provide general terminal security functions to ensure overall protection and surveillance for personnel seeking entrance into the Ramstein Air Mobility Command’s Passenger Terminal, Ramstein Air Force Base, Germany. Services shall be provided in accordance with Transportation Security Administration (TSA) regulations, Air Mobility Command’s directives and policies and the contract terminal security services. These services are considered to be non-mission essential. The anticipated period of performance is 1 Aug 2011 to 30 Sep 2015; consisting of a 1 month not seperately priced (NSP) phase in period followed by a 1 month base period, and four 12-month option periods. The contract award is anticipated in Jul of 2011. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 561612, Security Guards and Patrol Services. There is no Small Business Size Standard associated with this requirement as FAR 19.1, does not apply outside of the United States or its outlying areas. This is not a request for competitive proposals. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with the solicitation requirements. The solicitation will identify the Point of Contact for interested vendors to obtain information on becoming qualified for this requirement. Contractors capable of providing these services may submit a proposal via e-mail to Katherine.Lee@ramstein.af.mil, the Government points of contact for this synopsis are Ms. Joanna L. Green, Contracting Officer and Ms. Katherine Lee, Contract Specialist. Each submission should be virus scanned prior to being sent. Electronic submission is required.
