Description
The Marine Corps Chemical Biological Incident Response Force (CBIRF) is issuing this Request for Information (RFI) to determine the general availability of contractors capable of conducting Functional Exercises (FEXs) in the Washington DC Area, with approximate dates of 1-3 June 2011; at the FBI Academy, with approximate dates of 25-29 July 2011; and in the Philadelphia PA/New Jersey Area, with approximate dates of 19-23 September 2011. Details regarding the basic requirements of each FEX, along with the capabilities required by the contractor are outlined in the attached Statement of Work. All contractors responding to this RFI should clearly mark any information that is proprietary. Pricing and delivery information should be based on the assumption that the approximate exercise dates stated above will become the actual Government requirement. Responses to this RFI shall be prepared and arranged by volumes, as described below: Volume I “ Company Profile / Technical Capability Statement; Maximum of 20 Pages; Contents: Basic company profile, to include CCR registration information (CAGE, DUNS), Tax Identification Number, etc.; local, state, and federal certifications; resources and equipment documentation verifying technical capability to conduct exercises in accordance with the requirements in the SOW. Volume II “ Past Performance; Maximum of 20 Pages; Contents: Identify and provide support documentation for similar work at local, state, and/or federal levels. Support documentation should include sample situation manuals, exercise documents (i.e. control plans, exercise plans, evaluation plans, player handbooks, etc.), After Action Reports (AAR), and a listing of all WMD/CBRNE tabletop, functional, and full-scale exercises designed, conducted, and evaluated. Volume III “ Pricing Information / Delivery Schedule; Maximum of 5 Pages; Contents: Pricing information and delivery schedules for each FEX. Volume IV - Pertinent Staff Bios/Resumes; Maximum of 5 Pages; Contents: Should include real-world experience related to disciplines pertaining to this request. Volume V “ References; Maximum of 5 Pages; Contents: Local, state, and/or federal references to verify / support past performance or current capabilities. Responses are due by 5:00 P.M. Eastern Standard Time on 25 February 2011. Both e-mail and mail submittals will be accepted. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such.
