Description
This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, assupplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/ solicitation to the vendor; providing the best value to the Government. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) Q1450110005. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2005-49. This RFQ is 100% set-aside for small business concerns. All small business concerns may submit a quotation which shall be considered by the National Park Service (NPS). The North American Industry Classification System (NAICS) code is 332812 and the small business size standard is 500 employees. QUOTES ARE DUE for this combined synopsis/solicitation on March 3, 2011, at 4:30 PM Mountain Daylight time and shall be delivered by the specified time to the National Park Service, Mammoth Supply Center, Building 34, Yellowstone National Park WY 82190, ATTN Contracting Office. Email or faxed quotes are preferred using this form with all required documentation, no oral quotations will be accepted. Offerors must furnish the company name, DUNS number, address, phone and fax number, email address if available, and official point of contact. All Quotes must be signed by authorized company official and can be faxed to 307-344-2079 or emailed to stacy_vallie@nps.gov. All quotes from small business will be considered, however; to be considered for award, vendor must be registered in the Central Contracting Registration (CCR), www.ccr.gov and we request that you put the Reps and Certs information online at the ORCA website, https://orca.bpn.gov/. GENERAL REQUIREMENTS: Golden Spike National Historic Site (NHS) requires the sandblasting of the interior of one tender water tank in the replica steam locomotive Jupiter and the application of protective coatings to prevent further deterioration, according to the Statement of Work below. Statement of Work: Section 1 SPECIFICATIONS FOR SANDBLASTING: This section provides specifications and instruction on sandblasting the tender water tank interior. Extra low-lint wiping rags will be provided by the government. A) Sandblast the interior of the tender water tank including ceiling, baffles, walls and floor to an SP-5, white metal blast, with a 3 mils profile on the steel. B) Proper removal and disposal of all sandblast grit, including removal of material from the interior of the tender water tank. The tender tank interior shall be inspected before contractor can proceed with preparation for the application of the primer and coating. C) The tank interior shall be wiped with an extra low-lint, clean, unused rags and clean lacquer thinner to thoroughly clean the surface to ensure a strong bond of both the epoxy primer and coating to the bare metal. Contractor shall provide clean lacquer thinner and be responsible for the proper disposal of used lacquer thinner and wiping rags. Section 2 SPECIFICATION FOR APPLICATION OF PRIMER AND COATING: This section provides specifications and instruction on applying the epoxy polyamide primer and epoxy polyamide coal tar coating. Primer and coal tar coating will be furnished by the government. The epoxy primer and coal tar coating shall be applied either by spraying (recommended) or with brush and roller. If the contractor chooses to apply with a brush and roller, they will be required to apply an extra coat of primer and coating beyond what is specified below. Complete coverage is required according to the specification below. A) Apply one coat of epoxy primer 3 to 5 mils dry film (government furnished). B) Apply two coats of coal tar epoxy coating 8 to 16 mils dry film thickness (government furnished). C) Tender tank interior shall then be inspected for approval prior to payment. Tank interior must be thoroughly covered according to above specifications, with no bare metal or thin areas, or areas that have been applied too thick. Section 3 GOVERNMENT FURNISHED EQUIPMENT: Golden Spike NHS shall provide the following: A) Restrooms and existing shop facilities. B) Two venturi air movers. The contractor shall be required to use these air movers to ventilate the tank at all times while the contractor or park personnel are inside the tank. C) Epoxy polyamide primer and epoxy polyamide coal tar coating including information specification sheets and MSDSs. D) Extra low-lint wiping rags. E) An electronic copy of the tender water tank blueprints. F) Transportation of the tender car inside and out of the Enginehouse. Section 4 CONTRACTOR FURNISHED EQUIPMENT: The contractor shall provide the following: A) Air compressor(s) including air hoses that will handle both air movers (18,000 cfm minimum) and the sandblaster. The contractor shall provide all fuel to operate the air compressor(s). B) Sandblast media including sandblaster. C) All associated painting tools, supplies and equipment needed to correctly apply epoxy primer and coal tar coating. D) Any other materials, tools and skilled personnel necessary to complete the job. Section 5 SAFETY AND OSHA COMPLIANCE: The contractor shall provide their employees with all necessary personal protection equipment including, but not limited to, respirators and/or fresh-air supply systems, hearing protection, face shields and protective clothing and gloves. The work will be performed in confined spaces and, therefore, two additional contractor employees shall be present at all times when someone is in the tank. One standby contractor employee shall be positioned at the entrance to the tender water tank whom is trained in OSHA confined space entry, rescue techniques, first aid and resuscitation. The contractor shall provide a second employee to monitor the air compressor(s) any time work is being performed inside the tender tank. The contractor shall comply with OSHA Standard 1910.146 (Confined Space Compliance) for the duration of this work. SECTION 6 COMMENCEMENT, EXECUTION AND COMPLETION OF WORK: A) Award of this contract is anticipated on or before March 15, 2011. The contractor shall be allowed access to the site between the hours of 8:00 a.m. and 4:30 p.m., daily and will be given until April 15, 2011, to complete all work, clean-up and inspection. The contractor shall immediately notify Richard Carroll, Facility Manager, Locomotive/Maintenance Division, Golden Spike National Historic Site at (435) 471-2209, ext. 34, of their intended start date. B) Blueprints of the Jupiter tender tank are available upon request by emailing Stacy_Vallie@nps.gov. Contractors are strongly encouraged to visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work and the general and local conditions which can affect the cost of the work thereof, prior to closing of this solicitation. Failure to do so shall not relieve offerors from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government will assume no responsibility for any understanding or misrepresentations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in this solicitation, the specifications or related documents. Site visits shall be arranged by appointment only between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday, by calling Richard Carroll, Facility Manager, Locomotive/Maintenance Division, Golden Spike National Historic Site at (435) 471-2209, ext. 34. C) All work shall be accomplished with the best standard practices and by workmen thoroughly experienced in the required trades. The work shall be supervised by experienced personnel and shall be satisfactorily completed and in accordance with the specifications of this solicitation and any and all amendments to this solicitation. Extreme care must be exercised to prevent damage or marring of external locomotive finishes. All damages to the locomotive shall be restored to their original condition at the contractors expense. D) Disposal of all debris, chemicals and trash shall be removed at the contractors cost, consistent with all applicable federal, state and local laws. E) Upon completion of work and clean-up, the contractor shall immediately notify Richard Carroll, Facility Manager, Locomotive/Maintenance Division, Golden Spike National Historic Site at (435) 471-2209, ext 34, to arrange for final inspection and acceptance of work. SECTION 7 - EVALUATION FACTORS FOR AWARD: A) Award shall be made to the responsible offeror submitting a proposal which conforms to the solicitation and is most advantageous to the Government. B) In the evaluation of proposals, all evaluation factors in paragraphs 7.1 7.3 below other than cost or price, when combined, are considered to be significantly more important than cost or price. The relative importance to be placed on the factors in relation to each other is contained in SECTION 7, PARAGRAPH E. However, the degree of importance of cost or price may increase with the degree of non-cost or non-price equality between the proposals. If a proposal is determined by the Contracting Officer to be "technically unacceptable" as a result of evaluating all factors other than cost or price, the proposal may be rejected from further consideration. The Contracting Officer reserves the right to make award to other than the technically-acceptable offeror with the lowest cost/price proposal if it is determined that the technical benefits of another offeror's proposal justify its higher cost/price. The Contracting Officer also reserves the right to make award to a lower-cost/price, lower-scored offeror if it is determined that the cost/price premium involved in awarding to a higher-rated, higher-cost/price offeror is not justified. C) Pursuant to FAR 15.305, a cost or price evaluation may be performed to determine the reasonableness of costs or prices proposed and the offeror's understanding of, and ability to perform, the prospective contract. The Government is prohibited from awarding a contract to an offeror unless their proposed prices are determined to be fair and reasonable. D) The following factors will be considered in evaluating proposals and making the source selection: 7.1 - Company Experience: a) Contractor must be a licensed painter and certification shall be submitted with their proposal. A list of a minimum of three federal, state or local government or commercial projects must be furnished which are similar in scope, complexity, and magnitude to the work required under this solicitation, meeting the requirements of the specifications and having been completed by the offeror within the last 5 years. Contractor shall clearly demonstrate their ability to successfully accomplish projects in a timely manner, utilize resources and work with project owners. Similar scope, complexity and magnitude is defined as complex structural projects involving coordination of multiple tasks and/or subcontractors as well as removing and reapplying coatings containing heavy metals in confined spaces, and providing SSPC Class 1 Sealed Filtered Negative Pressure containment systems. The description of work should include types of equipment used, accident prevention measures implemented, and supporting details, which indicate similarities to those tasks identified in this solicitation. Offerors shall provide the following information for each project: 1) Name of project. 2) Description of work. 3) Contract number, data and type. 4) Name and address of the acquiring government agency or commercial customer. 5) Initial contract amount and final contract amount. 6) Any problems encountered in performance of the work and corrective action(s) taken. 7) Name(s), telephone number(s), and e-mail addresses of references from the acquiring customer who may be contacted for further information. References with incorrect or missing phone numbers, contact names, or e-mails may not be evaluated, potentially resulting in a less favorable rating of the offerors proposal. In addition to the past performance information submitted by the offeror, the government may obtain past performance information from other federal or state agencies. If an offeror intends on utilizing subcontractors to perform any of the work, all of the above information must be provided for each subcontractor. 7.2 - Past Performance The reference information provided under company experience above shall be used to determine past performance information. If an offeror intends on utilizing subcontractors to perform any of the work, all of the above information must be provided for each subcontractor. 7.3 - Key Personnel Offerors shall furnish resume information, which includes previous jobsite responsibilities on major contracts or subcontracts, for individuals who will occupy the key functions on this project as stated in Section 5 above. Resume information furnished shall be limited to three pages per individual, and shall, at a minimum, contain the following: Name and tasks to be assigned, educational background, qualifying experience covering at least the last eight years to include the following: 1) Project name, location, period of performance on worksite. 2) Description of primary project feature(s). 3) Name, address, and telephone number of point of contact for project owner. 4) Name, address, and telephone number of job supervisor. 5) Position(s) occupied on each assignment and time assigned to each position, including current position(s). 6) Description of duties and responsibilities for each position occupied. 7) Professional registrations, licenses, certifications, accomplishments, or other pertinent information that demonstrates their suitability for the work assigned to them. 8) A statement of assurance that the proposed key staff, subcontractors, and/or consultants will be available for this contract. If an offeror intends on utilizing subcontractors to perform any of the work, all of the above information must be provided for each subcontractor. In addition, it is required that contractors submit a statement of assurance that the proposed key staff, subcontractor(s) and/or consultants shall be available for this project. If in the performance of this contract the contractor employs any class of service employee which is not listed within the wage determination then they shall follow the conformance procedures as indicated in subsection (c) of clause 52.222-41. Clause 52.223-10, Waste Reduction Program - "Recycling" means the series of activities, including collection, separation, and processing, by which products or other materials are recovered from the solid waste stream for use in the form of raw materials in the manufacture of products other than fuel for producing heat or power by combustion. "Waste prevention" means any change in the design, manufacturing, purchase, or use of materials or products (including packaging) to reduce their amount or toxicity before they are discarded. Waste prevention also refers to the reuse of products or materials. "Waste reduction" means preventing or decreasing the amount of waste being generated through waste prevention, recycling, or purchasing recycled and environmentally preferable products. (b) Consistent with the requirements of Section 701 of Executive Order 13101, the Contractor shall establish a program to promote cost-effective waste reduction in all operations and facilities covered by this contract. The Contractor's programs shall comply with applicable Federal, State, and local requirements, specifically including Section 6002 of the Resource Conservation and Recovery Act (42 U.S.C. 6962, et seq.) and implementing regulations (40 CFR part 247). Prohibition on text Messaging and Using Electronic Equipment Supplied by the Government While Driving Executive Order 13513, Federal Leadership on Reducing Text Messaging While Driving, was signed by President Barack Obama on October 1, 2009 (ref.: http://edocket.acce4ss.gpo.gov/2009/pdf/E9-24203.pdf). This Executive Order introduces a Federal Government-wide prohibition on the use of text messaging while driving on official business or while using Government-supplied Equipment. Additional guidance enforcing the ban will be issued at a later date. In the meantime, please adopt and enforce policies that immediately ban text messaging while driving company-owned or -rented vehicles, government-owned or leased vehicles, or while driving privately owned vehicles when on official government business or when performing any work for or on behalf of the government. The Office of the Acquisition and Property Management will issue additional policies and procedures on implementing the Executive Order in the Department of the Interior Acquisition Regulation.
