Description
The Department of Veterans Affairs Washington, DC Medical Center (DC VAMC) intends to solicit proposal from contractors in the Metropolitan Washington, DC area to provide a community based urgent and emergent residential care, treatment and rehabilitative services to Veterans who are homeless. The DC VAMC anticipates issuing a solicitation for this requirement on or about February 28, 2011, with a closing date for proposals on or about March 26, 2011. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. Large and small businesses as well as non-profit organizations are welcome to respond in the event no Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses have the capacity to provide this service. The NAIC Code for this solicitation is 624229. The goal of the Health Care for Homeless Veterans (HCHV) program is to end homelessness among Veterans by 2014. The HCHV Contracted Beds for Urgent and Emergent Placement with supportive services is an opportunity to rapidly reduce Veterans homelessness, particularly those who present with co-occurring mental health and substance use disorder treatment needs. Through the HCHV program, DC VAMC provides case management services to Veterans and facilitates their access to a broad range of medical, mental health, and rehabilitative services. The Contractor will be required to provide therapeutic and rehabilitative services, but will not be required to provide detoxification or other hospital level treatment - those services will be provided by the DC VAMC at VA facilities. Due to the urgent nature of this requirement, contractors will be required to demonstrate their ability to provide services within a 2-week period after contract award. Initial contract awards are expected to be between April 15 - 29, 2011 timeframe. Contract will be for a period of twelve (12) months. The government will use a best value source selection method under Part 13 of the Federal Acquisition Regulation and anticipates making multiple awards of fixed price, indefinite delivery, indefinite quantity contracts for this requirement. To be eligible for award, contractors must be registered in the Central Contractor Registration data base at www.ccr.gov. Registration is free and potential offerors are encouraged to visit that CCR website and register as soon as possible to avoid delays should they be selected for a contract award.
