Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation # HSFEHQ-11-Q-0036 is issued as a request for quotation (RFQ). This solicitation RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-48. This acquisition will be a small business set-aside. The NAICS code is 423830. The small business size standard is 100 people. Mandatory Items: Item 001 Electric Forklift Stand-Up 4,000 pounds lifting capacity with battery Item 002 Spare 8-hour capacity 36 volt battery for Item #001 Item 003 Electric Forklift Three (3) Wheel Sit-Down 4,000 pounds lifting capacity with battery Item 004 Spare 8-hour capacity 36 volt battery for Item #003 Optional Items: Item 005 Battery Charger for Item 001 and Item 002 above (36 volt batteries) Item 006 Battery Charger for Item 003 and Item 004 above (36 volt batteries) The complete forklift requirements are listed below: FEMA DC MOFFETT ELECTRIC FORKLIFTS REQUIREMENT In conjunction with a Warehouse Re-Racking Project, FEMA Distribution Center Moffett has a requirement and is authorized to proceed with a procurement action for two (2) Electric Forklifts with the capabilities to operate within ten and one-half feet (10 ½ ft.) to eleven feet (11 ft.) wide aisles. Forklifts must have capabilities to pick pallets of commodities from rack storage locations and load those pallets directly into trailers on loading docks for shipment. Purchase requirement is for one (1) Sit-down Type and one (1) Stand-up Type Electric Forklifts that are standard authorized equipment and common forklifts to all FEMA Distribution Centers. Administrative Requirements: Forklifts must be delivered within 60 days after award. Delivery requirement is free on board (FOB) destination. Upon equipment delivery, familiarization training will be scheduled and provided by the selected vendor. Electric forklift purchases must comply with the "Buy American Act". The following equipment requirement specifications are provided: 1. Electric Forklift Stand-Up Rider (1-each): Quality engineered with the following specifications: • Must have a maximum reach of at least 19.5 to 20 feet • Rubber/Polyurethane Tires • Electric battery powered • Minimum 8 hour battery work cycle (shift) 36 volt • Forklift must have the following control capabilities: lift/lower, tilt, side shifter • Must be rated at not less than 4000 lbs lifting capacity • Forklift must have capabilities to pick pallet from rack location and directly load to trailers. • Forklift must meet current federal, state and industry mechanical safety standard requirements • Manufacturer warranty coverage will meet industry standards. • Battery roll-out option for easy battery replacement or equivalent. • Spare battery 36 volt • Mast overall lowered height must not exceed 85" • Overhead guard height must not exceed 90" 2. The provision at FAR 52.212-1 Instructions to Offerors - Commercial applies to this acquisition. The provision at FAR 52.212-2 Evaluation - Commercial Items is applicable to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offerors are advised to include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications - Commercial Items with its offer. The clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition including FAR clause 52.219-6 - Notice of Total Small Business Set-Aside, FAR clause 52.225-1 Buy American Act - Supplies and FAR clause 52.232-33 Payment by Electronic Funds Transfer - Central Contractor Registration (CCR).
