Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-11-T-0089, and a firm fixed price contract is contemplated. In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-48 effective 31 January 2011. The North American Industrial Classification Code (NAICS) 332999 applies with a business size standard of 500 Employees. This procurement is 100% small business set-aside. The DPAS rating for this procurement is DO-C9. All responsible sources may submit a quote which shall be considered by the agency. The Naval Special Warfare Development Group (NSWDG) has a requirement to procure the following: Section B Schedule of Supplies and Services CLIN 0001: Firm Fixed Price (FFP). Custom Rifle Rated Shooting Stalls. Qty: 19, Unit of Issue: Each; Delivery: Accelerated delivery is requested. Deliver to NSWDG, 1636 Regulus Avenue, Virginia Beach, Virginia 23461-2299 FOB Point is Destination. Inspection is at Destination Acceptance is at Destination Section C Description SOW PART A-GENERAL INFORMATION A.1 INTRODUCTION This requirement is for the design, fabrication, delivery, and installation of shooting stalls in the Government's Baffled Range Complex located in the Dam Neck Annex of NAS Oceana, Virginia Beach, VA. A.2 BACKGROUND The Baffled Range Complex consists of two ranges with each containing eight shooting positions. Existing shooting stalls and associated support brackets require upgrades. The stalls are located on a covered open air firing line, exposed to seasonal temperature changes, located within 700 yards of the ocean, and subjected to weekly freshwater wash down from a pressure washer. A.3 SCOPE OF WORK The purpose of this requirement is to remove existing stalls and support brackets, and design, fabricate, deliver, and install shooting stalls and support brackets on the rifle and pistol ranges. The contractor shall take into account the ocean front location of this range in the selection of all material and components utilized. Attendance at the site visit is required in order to provide a full and complete quote. SOW PART B B.1 REQUIREMENTS B.1.1 Each range requires nine shooting stall partitions with an overall width of 48 inches and an overall height of 85 inches. The core of the partitions shall have a three eighths (3/8) inch AR550 steel panel. The contractor shall provide documentation from the steel manufacturer certifying the hardness of the material used in production of the shooting stalls. Documentation shall be provided upon the contractor's receipt of material. B.1.2 The AR550 core panel shall be primed and sealed to prevent corrosion. B.1.3 The AR550 core shall be housed in a durable material that will withstand the conditions listed in the "Background" description. If the contractor's design includes trim pieces on the edges of the material housing the AR550 panel, it shall be stainless steel with a brushed finish. The material shall be suitable for outdoor use and capable of containing bullet splatter in the event of an inadvertent discharge of a weapon into the partition. B.1.4 All hardware utilized for supporting and mounting the shooting stalls shall be stainless steel, unless engineering requirements deem a stronger material. If a stronger material is required, it shall be galvanized. B.1.5 The shooting stalls shall NOT contain a light fixture. B.1.6 The contractor shall provide a method to mount controls for existing over head heaters on the left wall of each shooting lane. The mounting method shall include internal routing of wires. The contractor shall assume a double gang sized opening is required. The opening shall be approximately 48 inches from the floor. B.1.7 Each shooting lane shall be equipped with a fold away, self supporting shelf that can support a minimum of twenty (20) pounds. The shelf shall be 36 inches long, flush with the rear of the stall wall, twelve (12) inches wide, and mounted parallel with the stall wall. The shelf shall be mounted approximately forty (40) inches off the floor. B.1.8 The front edge of the left wall in each stall shall be capable of supporting a section of track that serves as a mounting point for a monitor that slides within the track. The Government will provide the track specifications during the site visit. B.1.9 If the contractor's design has a gap at the bottom of the stall wall, it shall be less than one (1) inch. B.1.10 The contractor shall provide a retractable nylon crowd control device in each lane. The nylon strip shall be red and not less than three inches in width, extend from left to right across the rear of the stall, and have a receiver on the opposite wall to latch it, and hold it in its extended position. The retractable strip shall be mounted 48 inches from the floor. B.1.11 The contractor shall provide two lane number placards on non corrosive material for each shooting lane. Existing number sequence is acceptable, numbers shall not be less than four inches tall and shall be placed approximately five feet high towards the rear of each stall. The numbers shall be visible when looking down the firing line from either end of the firing line. B.1.12 The contractor shall include in its quote concept drawings of the stalls, support brackets, and a list of materials that will be used to meet this requirement. B.1.11 The contractor shall take into account the ocean front location of this range in the selection of all material and components utilized. All materials must be corrosion resistant, able to withstand seasonal temperatures from 0 degrees to 110 degrees, and able to withstand seasonal humidity without any degradation to the appearance or integrity of the stalls. The contractor shall include in its quote the estimated service life of their product. SOW PART C- SUPPORTING INFORMATION C.1 PLACE OF PERFORMANCE Stall fabrication shall be completed at the contractor's facility. Final installation shall be at the Baffled Range Complex located in the Dam Neck Annex of NAS Oceana, Virginia Beach, VA. C.2 PERIOD OF PERFORMANCE The period of performance for this contract shall be TBD days from contract award. C.3 SPECIAL CONSIDERATIONS C.3.1 Contractor-Furnished Materials The contractor shall furnish all material, equipment, and labor necessary, except those identified as Government-furnished material in paragraph C.3.2. FAR 52.212-2 -- Evaluation -- (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, in descending order of importance: Technical ability to meet specifications, past performance, delivery time frame, and price. Technical, past performance and ability to meet required delivery schedules, when combined, are significantly more important than price. The contractor shall include in its quote concept drawings of the stalls, support brackets, written descriptions, and a list of materials that will be used to meet this requirement. The contractor shall include in its quote the estimated service life of their product. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
