Description

TITLE OF PROJECT: Remove Hazardous Structures Parkwide, DEWA-062418 - Delaware Water Gap NRA, Pike County, Pennsylvania and Sussex County, New Jersey TYPE OF CONTRACT: Firm-Fixed Price Service Contract SOLICITATION NUMBER: N2011110117 NAICS CODE: 238910 TYPE OF SETASIDE: Competitive SBA-Certified HUBZone Small Business Concern (SBC) Set-Aside. GENERAL: The National Park Service (NPS), Department of Interior, is soliciting proposals for all service firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of the Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. Specifications and drawings will be available in Adobe PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. ONLINE REPRESENTATIONS AND CERTIFICATIONS (ORCA): ORCA is an on-line system that is located on the Internet. Prior to ORCA, vendors were required to submit Representations and Certifications (Reps and Certs) for each individual large purchase contract award. Now, using ORCA, a contractor can enter their Reps and Certs information once for use on all Federal contracts. This site benefits not only the contractor by allowing him or her to maintain an accurate and complete record but also the Contracting Officer, as he or she can view every record, including archives, with the click of a mouse. The ORCA site can be found by going to http://www.bpn.gov and clicking on "Online Reps and Certs Application" on the left side of the screen. If you do not have access to the Internet or feel you need extra Internet help please contact the Procurement Technical Assistance Center (PTAC) (www.dla.mil/db/procurem.htm) closest to you. You are must register in ORCA in responding to this solicitation. CENTRAL CONTRACTOR REGISTRATION (CCR): Offerors are required to have an active registration in Central Contractor Registration (CCR) in order to conduct business with the Federal Government. The website is located at: www.bpn.gov/ccr. DESCRIPTION OF WORK: Service contract to remove and dispose of hazardous materials, primarily asbestos and lead paint, from approximately 10 structures located at 6 sites throughout the park and their associated utilities, and restore all disturbed land. Remove, through Green deconstruction/recycling/salvaging techniques approximately 40 structures located at 24 sites throughout the park and their associated utilities, 12 septic systems, 9 water wells and 10 fuel storage tanks, and restore all disturbed land. MAGNITUDE OF THE PROJECT: Project magnitude range between $1,250,000 and $2,000,000. Bid bond, and performance and payment bonds are contract requirements. PERIOD OF PERFORMANCE: Two (2) stage period of performance - majority of sites are unrestricted and services to be completed from the anticipated Notice to Proceed date of May 2011 through November 2011. Restricted site service periods are October 2011 through March 2012. SOLICITATION ISSUE DATE: On or about March 10, 2011 (anticipated) SITE VISIT: Visits to occur 7 to 10 calendar days after solicitation issue date PROPOSAL SUBMISSION DATE: The proposal receipt date is thirty (30) days after the solicitation issue date or approximately April 12, 2011 (anticipated) TYPE OF PROCUREMENT: This is a competitive SBA-Certified HUBZone Small Business Concern (SBC) Set-Aside best value (trade-off process) source selection that will be conducted in accordance with the Federal Acquisition regulation (FAR) Part 15. Offerors will be required to submit a technical proposal, past performance information, and a business/price proposal. The business/price proposal will require offerors to submit a pricing schedule, bid bond, certain Section K representations, certifications, and other statements, and several other items, For this solicitation, all evaluation factors other than const or price, when combined, are approximately equal to price, It is anticipated that a firm-fixed price contract will be awarded.Only responsible SBA-Certified HUBZone Small Business Concerns (SBC) may submit an offer that will be considered.
