Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, in conjunction with policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. (ii) The solicitation number is VA-263-11-RQ-0205 and is issued as a Request for Quotation (RFQ) (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-48 January 31, 2011, except for items III, IV, and VI which are effective April 19, 2010 Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.arnet.gov/far (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) (iv) This solicitation is issued as full and open market competition. The North American Industry Classification System (NAICS) code is 532420, the size standard is $25 Million. (v) This requirement consists of CLIN (1): 36 month lease for a 2 color digital duplicator/envelop Printer CLIN (2) Continuous Feeding Envelop feeder CLIN (3) Connection Kit CLIN (4) Letter and Legal size inkless print cylinders CLIN (5) Operator and Service Manuals CLIN (6) Expedited on-site technical support REQUIREMENTS: 1.Digital duplicator must be able to print on envelops that range in size from 3 7/8" X 8 ¾" to 9"X12" 2.Digital duplicator must be able to print on stock paper in size ranging from 8 ½" X 11" to 11"X17" and in weights from 20lbs to 110lbs. 3.Digital duplicator must have a automatic envelop feeder and sheet feeder 4.Duplicator must have the minimum resolution of 300dpi 5.Duplicator must have the minimum print speed of 60 pieces per minute for both sheets and envelops. 6.Duplicator must have the ability to process and print Adobe Postscript files 7.Duplicator must have the ability to be networked within the Medical Media Print environment. (vi) Suggested item(s) is full and open market competition. FSS had digital duplicators but did not have the leasing option. Pricing includes any training, on-site technical service and support. (vii) Delivery FOB Destination to the VA Health Care System, One Veterans Drive, Minneapolis, MN 55417 (viii) 52.212-1 Instructions to Offerors - commercial items, apply to this solicitation with the following addenda, FAR 52.216-1 Type of Contract, VAAR 852.233-70 Protest content; VAAR 852.236-76 Correspondence; VAAR 852.237-70 Contractors Responsibilities;52.217-3 Evaluation Exclusive of Options; 52.217-4 Evaluation Exclusive of Options; 52.217-5 Evaluation of Options. (ix) 52.212-2 Evaluation - commercial items: FAR Provision 52.212-2 does not apply to this solicitation. The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The offeror shall specify the make and model of Digital Duplicator/envelop printer and provide technical specifications and product literature with offer.
