Description
The U.S. Fish and Wildlife Service, Northeast Region 5, has a requirement for the Replacement of Windows, Siding and Exterior Lighting at the Back Bay National Wildlife Refuge Visitor Contact Station in Virginia Beach, VA. The work consists of; 1)Demo and disposal of existing windows and installation of new windows w/tape flashing system compatible with moisture barrier underlayment; re-frame existing window rough opening for new windows; replace all existing windows w/Andersen 400 Series "Storm Watch". High Performance Low-E4 glass (Energy Star), DP +50/-65 wind performance rating and corrosion resistant hardware and Manufactures 10 year Warranty OR EQUAL.2)Remove and dispose of properly, existing exterior wood siding, cornice, trim and underlayment; furnish and install new moisture barrier underlayment; furnish and install new environmentally responsible fiber-cement siding and new PVC trim and cornice material to match existing configuration; caulk and paint all new trim, cornice and siding with primer and two coats of latex paint per siding and PVC trim manufacturers recommendations.3)Replace six shoe box type lighting fixtures on existing poles with new LED type fixtures as specified in specifications; demo and dispose of one existing pole on east side of bldg; furnish and install one new 25' fiberglass lighting pole utilizing existing wiring to mount two LED flood light fixtures and one LED shoe box fixture; replace three existing soffit lights w/LED type recessed soffit fixtures utilizing existing wiring; remove existing halogen fixture, furnish and install new LED flag pole flood light mounted on concrete, run power from old halogen fixture location to new location; and interconnect all new and existing outside lighting to be controlled by one new photo cell controller. This procurement is a set-aside for small business, NAICS code 236220. The magnitude of the project is between $25,000 and $100,000. Award will be made to the qualified contractor (references and qualification must be included when submitting proposal) who proposes the greatest value to the government. The solicitation package includes the technical specifications, drawings and proposal documents and will be posted to www.fbo.gov on or about 3/9/2011. Contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and complete Online Representations and Certification (ORCA) at www.bpn.gov to be eligible for award. Department of Labor-Davis Bacon wage rates will apply to this project. Packages must be submitted with all requested information including the cost proposal by 4:00PM EST., April 13, 2011.
