Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. A Request for Quotes is solicited as Solicitation No. W91243-11-T-0006. The services required are to provide the Nebraska National Guard with an accredited training program of Afghan Studies that shall include the facility, instructors, and all required materials to complete the tasks as stated for 30 military personnel. Each offeror is required to provide proof of accreditation by the AIAS of the offered services as part of the price proposal. The proposal shall include an in-depth description of the program to be provided on a day by day basis. These services are required during the period of April 18, 2011 through May 6th, 2011. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2005-49, dated 24 Jan 2011. This requirement is solicited as full and open competition based on the market research completed. If 2 or more small businesses respond to this solicitation and are found capable and compliant the requirement will be changed to a Small business set-aside. The NAICS Code applicable is 611310 and size standard is 500 employees. All interested parties are invited to provide a proposal as follows: Solicitation No. W91243-11-T-0006, CLIN 0001, Provide Afghan Studies program for up to 30 military personnel, off-site at location provided by awardee. The services must be provided within the commuting distance of Lincoln, NE as determined by the JFTR. The following tasks must be identified directly in the proposal as to how the program will fulfill the requirements. Provide 50 to 60 classroom hours, dedicated to Dari Language training - with emphasis on functional language as used in a U.S. Military Civil Affairs / Agribusiness Development Team mission. Functional language training should include formal and informal greetings, Technical language pertaining to Agriculture, Business, Civil Administration, and Military operations. Instruction should include at least 16 hours of supervised Language Lab training. Provide 50 to 60 classroom hours, dedicated to Afghanistan history, geography, political, and cultural training - with emphasis on the Paktia and Paktika Provinces. Cultural instruction should emphasize Western Military Cross-cultural Communications in a current Counter-Insurgency Environment. Provide access to Afghanistan Research Library and supervised assistance at the Afghanistan Research Library to conduct research in support of Agribusiness Development Team mission analysis and mission planning. Provide Cultural and Language training specific to U.S. Army standard training tasks in support of the Nebraska National Guard Agribusiness Development Team 2 Mission Essential Task List, to include: (63-7-2806) "Coordinate Civil-Military Affairs Activities, (71-8-5450) Conduct Negotiations with and Between Other Government Agencies and Non-Governmental Organizations, (63-7-2079) Participate in COA Analysis (Civil Affairs), (71-8-5400) Conduct Civil Affairs Operations, (71-6-5210) Conduct Information Engagement, (71-8-5410_ Provide Interface or Liaison Among Military and Civilian Agencies and Nongovernmental Agencies. Provide Cultural and Language training specific to 1st Army Theater Specific Training Requirements as required for a Category 3, Company Sized, OEF Deploying Agribusiness Development Team, to include: (TSIRT 5) Basic Afghan Language Training, (TRIRT 14) Country Orientation Brief / Cultural Awareness, (TSIRT 17) Environmental Awareness, (TSLT 16) Perform Negotiations, (TSLT 26 Understand and/or develop Unit SOPs, (TSLT 27) Understand the Military, Political, Cultural and Religious Environment, (TSLT 28) Utilize an interpreter Provide face-to-face Classroom Instruction, Facilities, and Academic Resources to support up to 30 military personnel, during the period of April 18th through May 6th, 2011. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items is applicable to this acquisition. Each offeror is required to submit a written proposal to include pricing that will provide adequate detail as the venue's ability to meet the requirements of the solicitation. Price and technical are considered equal to each other in importance. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Responses to this combined synopsis/solicitation shall be received no later than Thursday, Feb 24th, 2011 by 3:00 p.m. CST. Only electronic copies of the proposal shall be accepted.
