- DescriptionThis notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal Quotations (RFQ) for LIQUIDNITROGEN IN BULK TANK DELIVERIES (APPROXIMATELY 22 TONS PER DELIVERY).DELIVERY DATESARE ALL SUBJECT TO CHANGE AS NEEDED BY PLUMBROOK STATION. The MAWP (Maximum Allowable Working Pressure) is 363 psig for the two main storage tanks(labeled N-88 and N-89). The smaller pusher tank (labeled N-87) has a MAWP of 500 psig.During operation of the system, it is not planned to exceed 200 psig in the two mainstorage tanks (N-88 and N-89).Also during operation of the system, it is not planned toexceed 250 psig in the pusher tank (N-87).The exact number and timing of the deliveries will need to be worked out and agreed to byboth parties but approximately as few as 1-5 loads per day and up to but not limited to10-15 loads per day.The provisions and clauses in the RFQ are those in effect through FAC _2005_-47http://nais.nasa.gov/far/ ]. The NAICS Code and the small business size standard for this procurement are 453998, $7.0respectively. The offeror shall state in their offer their size status for thisprocurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to; NASA PLUMBROOK STATION, 6100 COLUMBUS AVENUE, SANDUSKY OHIO 44870.Deliveries are estimated for the remaining days in February, some weeks of March andcould continue. Offers for the items(s) described above are due by February 20, 2011 to Procurementoffice, De Viancourt and must include, solicitation number, FOB destination to thisCenter, proposed delivery schedule, discount/payment terms, warranty duration (ifapplicable), taxpayer identification number (TIN), identification of any specialcommercial terms, and be signed by an authorized company representative. Offerors areencouraged to use the Standard Form 1449, Solicitation/Contract/Order for CommercialItems form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall listthe country of origin. FAR 52.212-4 (MAR 2009), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUL 2010), Contract Terms and Conditions Required To Implement Statutes orExecutive Orders-Commercial Items is applicable.
