- As a fundamental requirement, SDTD/SDL has been called on to maintain the ability of continuous Aging Surveillance of the Minuteman II stage 1 and Stage 3 rocket motors. Responsive action is intended to provide ongoing Aging Surveillance work for the Rocket Systems Launch Program (RSLP) or Launch Systems Division (SDL), Space Development and Test Directorate (SDTD), Kirtland AFB, NM. To account for continued support, the Government intends to issue a contract modification to increase the ceiling of the current Aging Surveillance contract (FA8818-06-D-0021) by $3,000,000. The ceiling increase will cover additional requirements and is anticipated to remain within the scope of the current contract (FA8818-06-D-0021). The modification will have no impact on the current contract type, which includes both FFP and CPFF CLINs. FA8818-06-D-0021 is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract that was awarded on 17 April 2007. The subject contract's Contract Line Item Numbers (CLINs) are predominantly Firm Fixed Price (FFP) and cover testing and surveillance work associated with the Minuteman II, Stage 1 and 3 Rocket Motors. In addition, three Cost Plus Fixed Fee (CPFF) CLINs exist on the contract: CLINs 0002, 0013 and 0023. Contract CLINs generally cover special studies, anomaly investigation and testing (i.e. firing, plugging, dissection, etc.) of Minuteman Rocket Motors. The scope of this modification is based on current requirements only. In the near future, actions will be taken to facilitate competition for out-year requirements. A follow on contract for the MMII Stage 1/3 Rocket Motors Aging Surveillance effort is anticipated in early 2012. The contractor must have the following qualifications: (a) detailed technical knowledge of M55A1 and M57A1 rocket motors; (b) specialized facilities and personnel both for the hardware and software which the contractor will test, maintain, and repair; and (c) unique knowledge and historical database of M55A1 and M57A1 rocket motor performance. Responses to this synopsis must be received no later than 15 calendar days after publication. Respondents not meeting the above requirements will not be considered. Submit all responses to this synopsis to SMC SDTW/PKS, Attn: Mr. Arthur C. Trader, 3548 Aberdeen Ave SE, Kirtland AFB, NM 87117-5776. Responses from qualified small and small disadvantaged prime contractors are encouraged. Firms responding should indicate if they are a small business, an 8(a) firm, a historically black college, or university or a minority institution. The research and test data produced may contain Militarily Critical Technology List (MCIL) information whose export is restricted by the Export Control Act (Title 22, U.S. Sec 2751, et seq.) or the Export Administration Act of 1979, as amended (Title 50, U.S.C., App. 2401, et sea.). Only those companies who are on the Qualified Contractors Access List (QCAL) may receive such information. Request certification and registration from the Defense Logistics Service Center (DLSC), Federal Center, 74 North Washington, Battle Creek, MI 49106-3412 as soon as possible. This announcement is for information and planning purposes only. It does not constitute a RFP and is not to be construed as a commitment by the Government. The Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. An Ombudsman has been appointed to hear concerns from offerors or potential offerors. The purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels during the proposal development phase of this acquisition. Potential offerors should communicate first with the Contracting Officer to request information, pose questions, and voice concerns before contacting the Ombudsman.
