Description
THIS IS ONLY AN INFORMATIONAL NOTICE, THIS IS NOT A REQUEST FOR PROPOSAL. The General Services Administration (GSA), Northeast and Caribbean Region, Public Buildings Service, Design and Construction Division is pleased to announce an opportunity for the construction of a new 880 square foot U.S. Marshal Sally Port at the Ron de Lugo Federal Building and U.S. Courthouse in Charlotte Amalie, St. Thomas, VI. The work includes, but may not necessarily be limited to selective demolition, construction of foundations and exterior reinforced walls, interior construction and installation of electrical, mechanical, and security system components, construction of a vehicle entry ramp, and alterations to existing construction. Some equipment for this project will have to be delivered by sea and cleared by customs in St. Thomas. All personnel working on this job will have to obtain a security clearance. The contractor must have capacity for electronic procurement, be familiar and able to produce and work with the "Critical Path Method" scheduling. Working in the courthouse and federal building will require after hours work and scheduling with the client agency. The GSA will adhere to the following evaluation factors when determining contract award: 1. Experience on similar projects. This will require successful completion of three (3) similar construction projects within the past six (6) years. 2. Past Performance. The contractor shall provide three (3) past performance references for the three (3) projects submitted in Factor 1 that have been performed within the past six (6) years. These three (3) projects must be similar in size, scope and complexity to the requirements identified in the solicitation. The work sequence requires the construction of the Sally Port at the U.S. Federal Building and Courthouse to be completed within 20 weeks from the date of the Notice to Proceed. This procurement will be negotiated using Source Selection Procedures. The source selection evaluation approach for this procurement will be the lowest-price technically acceptable method. The Request for Proposal will be available on or about 11 March 2011. Construction Magnitude: Between $500,000.00 and $1,000,000.00. This solicitation is a total small business set aside. The applicable North American Industry Classification System (NAICS) code is 236220 and the Small Business Administration (SBA) size standard is $33.5 million dollars in annual receipts averaged over a concern's latest three completed fiscal years. All contractors must be registered in the Central Contractor Registration (CCR) prior to award. CCR requirements may be viewed via the internet at www.ccr.gov or by calling 1-888-227-2423. The Request for Proposal (RFP) will only be available electronically at the FBO website. No hardcopies, faxes, or emails will be available. Please register as a source to be notified of RFP amendments, clarifications, etc. However, it is the responsibility of the contractors (even those registered as a source) to check the FBO website frequently to ensure they have all available information. NOTICE: A Pre-Proposal Site Visit has been tentatively scheduled for the week of 21 March 2011.
