Description
C--THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY. DO NOT REGISTER AS A PLANSHOLDER. Under the authority of FAR 6.302-1, the US Army Corps of Engineers intends to sole source the CorKey Control Systems door locks and Johnson Controls Incorporated Building Automation Control System in support of a Design and Build Contract for the New Antilles Elementary School to be located on Ft. Buchanan Army Reserve Installation, Guaynabo, Puerto Rico. The New Antilles Elementary School is part of the Department of Defense Education Activity (DoDEA). CorKey Control System door locks are the standard key control system used by DoDEA Americas schools in Puerto Rico as well as all locations throughout the United States for limiting access to certain rooms. The CorKey lock is unlike other similar card-operated locks as it is not electronic. It is therefore, ultimately dependable, with no batteries to fail or lack of operability during power outages. Reliable and secure key control is critical to ensure the safety and security of the students that our service members have entrusted to DODEA. The CorKey system is currently utilized at all DoDEA schools in Puerto Rico, including the existing Antilles Elementary School. Utilizing the same manufacturer allows ease of keying, re-keying and tracking of keys across the three separate campuses greatly enhancing security with the added benefit of operations and maintenance cost savings. Should a different system be utilized a potential exists for decreased security and safety of the teachers and students as well as increased lifetime O&M costs. The anticipated dollar amount of the CorKey lock is $119,900.00 DoDEA requires that the community or installation school district's building automation control system must be 100% compatible with its existing systems, ensuring seamless communications without the loss of features and capabilities. All Ft. Buchanan installation schools currently utilize Johnson Control Inc. (JCI) Building Automation Control Systems, a network that controls and monitors many systems including, but not limited to HVAC, moisture, and lighting. JCI controls and software are proprietary and other manufacturer's systems may not be 100% compatible and able to ensure seamless communications across the three campuses. Additionally, utilizing a non-JCI system for the new elementary school would cause a duplication of costs due to extensive duplication of data tracking, monitoring, maintenance and training efforts. Due to the current utilization of JCI systems across the three Ft Buchanan DoDEA campuses Johnson Controls is the only manufacturer that can provide the building automation system and direct digital controls to meet the requirements of the Ft. Buchanan installation schools ensuring a seamless extension of the existing system to the new elementary school. The anticipated dollar amount of the Johnson Control System is approximately $279,000.00. The magnitude of construction of the project is $25,000,000.00-$100,000,000.00. The work is located on Ft. Buchanan Army Reserve Installation, Puerto Rico. A solicitation for the Design Build construction contract for the New Antilles Elementary School will be issued on or about March 25, 2011 with proposals due on or about April 26, 2011. Parties may identify their interest and capabilities to meet the requirements of paragraphs 1 and 2 and respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within seven calendars days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
