- Wage rates for Services The Pacific Northwest Research Station, Portland Forestry Sciences Lab, is soliciting quotes (RFQ) for the writing of "Science Findings" newsletter. Awardees may also have the opportunity to bid on research, writing, and graphic design projects for other periodical and occasional publications, including brochures and Web content that deliver updates on scientific research and communicate findings to diverse audiences with varying levels of technical expertise. The Government will supply a 1 to 2 page description of the science finding and a letter of introduction will be sent informing the featured scientist that the contractor will be contacting him/her for an interview. The contractor is responsible for gathering information on a preselected topic by interviewing scientists and sometimes land managers who were involved with the research topic. Additional research may include reading 1 to 6 scientific papers that vary from 20 to 100 pages each. The contractor will follow an established format and identify and concisely write: 1) A 200 word summary, 2) 3 to 5 key findings (approx. 100-120 words), 3) 3 to 5 land management implications (approx. 75-125 words), 4) A 2000 word description of the science findings from a single study or several closely related studies that have been previously published in a peer reviewed publication. The target audience includes land managers, policymakers and other natural resource professionals. The write up emphasizes the practical significance of these findings for land managers and policymakers. The text should stimulate the reader's interest by: a) Translating highly technical scientific information into lay language, b) Relating science to the challenges of making decisions about land management, c) Highlighting aspects of scientific endeavor related to natural resources, d) Providing interesting quotes from scientists and other interviewees that illustrate key points. 5) A biography for featured scientist(s) (approx. 100 words per biography) and obtain a head shot of the featured scientist(s). Continuing the contractor will also 1) Find 2 short historical or literary quotations that are relevant to the topic, 2) Compile a reading list of 3 to 5 relevant articles or other publications, 3) Obtain 7 to 9 photos and/or figures from the featured scientist(s) related to the science findings and develop 12 to 20 word captions for each. Photos and figures should be provided electronically as individual files. Photos will be.jpg or.tif or files with a minimum resolution of 300 dots per inch (dpi) when reproduce at approximately 4 inches by 5 inches, 4) Provide featured scientist(s) and managing editor with a preliminary draft for their review and work with them to resolve any issues regarding the accuracy of content or tone and style of delivery, 5) Submit the final draft electronically in Microsoft Word along with photos and figures to the managing editor 6 weeks from assignment. Contractor does not need to be an expert in the subject matter but must be able to translate complex scientific information and make it interesting and accessible to a broad audience of non-specialists. This combined Request for Quotation is issued under Solicitation No. AG-046W-S-11-0009 and all quotes will reference this (RFQ ) number and will be submitted to Contracting, MT Hood NF, 16400 Champion Way, Sandy, OR 97055 Attention: Judy Shelby by 4:00 p.m. Pacific time on March 4, 2011. This is a combined synopsis/solicitation for commercial items in accordance with the FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44 effective July 16, 2010.This acquisition is set-aside for small businesses. The North American Industry Classification System (NAICS) code is 561410 and the size standard is $7.0 million. One Base contract with three Option Years will be awarded. Value is estimated to be less than $100,000. Quote for base year and three Options years. Quotes must include vendor's TIN (Tax Identification Number) and DUNS number. Vendors must be registered in the Central Contractor Registry (www.ccr.gov). Quotes must include a completed copy of (FAR 52.212-3 Offeror Representations and Certifications, Commercial Items, paragraphs (c) through (m). If the Offeror has completed the annual representations and certifications electronically at http://orca.bpn. gov., submit only paragraph (b) from the provisions and a DUNS number. (FAR) 52.212-2 Evaluation, Commercial Items is applicable with the following factors used to evaluate quotes: Award will be based on Price and Experience being equal. FAR 52.217-9 Option to Extend the Term of the Contract (MAR 2000); FAR 52.217-5 Evaluation of Options. (JUL 1990). The Service Contract Act applies to this project. Wages to be paid under this project are listed in Wage Determination No. 2005-2441, Rev.10 for the State of Oregon. The following is required for consideration, 1) Bidders must submit 3 writing samples (hard copies) that demonstrate a superior ability to translate scientific information in a style that stimulates the interest of an educated audience of non-specialists. The examples will be used to evaluate and determine whether the bidder's technical quote will meet the requirement of the Government, 2) Bidders must complete the experience questionnaire. Additional contract details: 1) Bidders must supply a lump sum bid for writing a single issue of "Science Findings", 2) The contractor does not own the copyright to any work or writing produced for "Science Findings" The offer/quotation that is most advantageous to the Government, based on the factors contained in this solicitation, will be selected for award. The information you provide on the Experience Questionnaire, when combined, is equal to price or cost.
