Description
This is a Sole Source Notice for commercial service items prepared in accordancewith the format in FAR Subpart 12.6, as supplemented with additional information includedin this notice. This announcement constitutes the only solicitation; offers are beingrequested and a written solicitation will not be issued.This notice is being issued as a Sole Source Request for Quotation (RFQ) to CanberraIndustries, Inc., CT, to procure Technical Support Services for thirty EnvironmentalContinuous Air Monitors (ECAMs) in support of the Mars Science Lab (MSL) mission asspecified in the attached Statement of Work (SOW).NASAA/KSC intends to purchase these services from Canberra. It would take a substantialduplication of time and effort for another company to provide comparable ECAM support,and those costs are not expected to be recovered through competition. Canberra has satisfactorily conducted system verification & validation tests previouslyon fifteen (15) of these ECAM systems that are in use at NASA KSC and now would be askedto conduct these tests again on the original 15 units plus the 15 new units recentlypurchased from the vendor. Monitoring units must be able to communicate with the mastercontrol site at the Radiological Control Center. The proprietary Canberra ECAM RadHawksoftware enables communication with the monitoring unit and a graphical user interfacefor querying each of the systems individually and displaying overall status of thenetwork. This software has also been further customized by the vendor to enablecommunications and data transfer with the US Department of Energy radiological monitoringdatabase system which would be the primary source of radiological information for healthand safety decision-making in the event of a launch area accident. Purchase of supportservices from competing system vendors would not be practical and would directly impactability to meet launch readiness dates. Training, calibration and setup costswould haveto be coordinated between two different suppliers, increasing cost of the service andtime spent in coordinating the work.The authority for this action is the test program for commercial items (section 4202 ofthe Clinger-Cohen Act of 1996), and 10 USC 2304(c)(1). The Government intends to acquirea commercial item using FAR Part 12. Interested organizations may submit their quotation or capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00p.m. local time on February 23, 2011. Such detailed capabilities and qualifications mustdemonstrate in writing the ability to meet this requirement and will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency. An Ombudsman hasbeen appointed. See NASA Specific Note 'B'. The provisions and clauses in the RFQ are those in effect through FAC 2005-47.The NAICS Code and the small business size standard for this procurement are 334519, 500employees respectively.
