- This is a Sole Source Notice for commercial service items prepared in accordancewith the format in FAR Subpart 12.6, as supplemented with additional information includedin this notice. This announcement constitutes the only solicitation; offers are beingrequested and a written solicitation will not be issued.This notice is being issued as a Sole Source Request for Quotation (RFQ) to Orbital DataNet (ODN), MO, to procure satellite subscription services, hardware storage cases, andtechnical support to recently procured satellite dish communications systems supportingEnvironmental Continuous Air Monitors (ECAMs) in support of the Mars Science Lab (MSL)mission as specified in the attached Statement of Work (SOW).NASAA/KSC intends to purchase these services from ODN. It would take a substantialduplication of time and effort for another company to provide comparable satellitecommunications systems support, and those costs are not expected to be recovered throughcompetition. In October 2008 the ODN satisfactorily supported system verification & validation testspreviously on fifteen (15) satellite communications systems previously used withEnvironmental Continuous Air Monitor (ECAM) systems that are in use at NASA KSC. Thesetests are now required for 15 existing and 15 new units recently purchased from ODN. Monitoring units must be able to communicate with the master control site at theRadiological Control Center at KSC. Satellite time and transmission systems provided byODN have been integrated with the existing and new ECAM units to create a network ofmonitoring stations in support of the MSL launch. Satellite coverage and modem hardwareis unique to this vendor and the configured ECAM units. Purchase of support servicesfrom competing system vendors would not be practical and would directly impact ability tomeet launch readiness dates. Hardware transport cases are custom built by the vendor to match the hardware procuredunder prior purchase from this vendorThe authority for this action is the test program for commercial items (section 4202 ofthe Clinger-Cohen Act of 1996), and 10 USC 2304(c)(1). The Government intends to acquirea commercial item using FAR Part 12. Interested organizations may submit their quotation or capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00p.m. local time on February 23, 2011. Such detailed capabilities and qualifications mustdemonstrate in writing the ability to meet this requirement and will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.
