- Drawings USAF Air Cargo Handling System Experience Requirements THIS IS A SOURCES SOUGHT NOTICE. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The purpose of this Sources Sought Notice is to determine the businesses available that are capable of performing the effort described herein. The United States Air Force, ASC/PKESM, Wright-Patterson AFB, OH, is seeking sources to design, manufacture, ship, install, and test of the air cargo handling system at Yokota AB, Japan. The primary components of the system include: two elevating transfer vehicles (ETVs); powered and non-powered conveyors designed to handle military air cargo pallets (463L pallets); ETV pallet storage enclosure including rack for conveyors, roof and walls to provide a complete enclosure, crane rails and feed rails for the ETVs, and a sprinkler system; pallet lifts; an inventory control system to control and track pallet movement through the facility, which interfaces with a military information system and also monitor all programmable logic controllers in the material handling system; an overhead 35 ton crane including the supporting structure, and electric pallet jacks capable of moving loaded 463L pallets. The system includes construction of foundations and data requirements for each type of equipment. The requirement also includes training Government personnel on the operation and maintenance of the equipment and a one-year parts warranty. This information is requested for support of market research being conducted by ASC/PKESM to indentify capable potential sources and the feasibility of using a small business set-aside in accordance with FAR Part 19. Contract Details: Commercial items and non-developmental items are procured under FAR Part 12 procedures and the Air Force anticipates conducting a competitive acquisition for this effort. This effort is expected to result in a Firm Fixed Price contract with an anticipated period of performance of 670 days ARO, which includes a 30-day reliability test. NAICS Code is 333923. Small Business Size standard is 500 employees. Firms responding should indicate whether they are, or are not, a small business, a socially and economically disadvantaged business, a HUBZone small business, a service-disabled veteran-owned small business, or a woman-owned business. For this procurement a small business is a concern, with its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is proposing on Air Force contracts, whose maximum amount of employees for the three preceding fiscal years does not exceed 500. The Air Force reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources sought notice is voluntary. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this notice as a commitment by the Air Force for any purpose.
