Request for Information A.General Information This is a Request for Information for online educational services that provide continuing medical education opportunities for clinician staff members 24 hours a day, 7 days a week. This RFI is in accordance with FAR Part 10, Market Research. This part prescribes policies and procedures for conducting market research to arrive at the most suitable approach for acquiring, distributing, and supporting supplies and services. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. The Department of Veterans Affairs intends to conduct market research pursuant to the requirement set forth below for the Department of Veterans Affairs (VA) VISN 5 for Healthcare Training that doesn't limit attendance to the classroom but instead allows staff members to access continuing medical education (CME's) also commonly referred to as continued education units (CEU's) on a 24 hour a day and 7 day a week basis, with limited identification and password requirement. This source selection is for a one year plus 4 option year contract. B. Performance Period: One (1) year award with four (4) options to exercise additional 1-year options at the discretion of the government. C. Objectives of potential Statement of Work The desired goals of the Continuing Education Unit (CEU's) online training: "Provide access to a continuing education product via the internet 24/7 especially for those clinical staff who are not located at a main facility or who work non-administrative hours. "Product must offer both American Medical Association (AMA) and American Nursing Credentialing Center (ANCC) CEUs for Physicians, Nurses, Physician Assistants or any staff member who would benefit from clinical continuing education. "Product must be cost effective with each enterprise completing at least 50 lecture topics per year. "Medical and nursing staff will be able to define changes in knowledge based practice and patient outcomes as a result of completing training. "Product is 508 compliant. (http://www.section508.gov/) "Access to the product requires a single username/password "More salient characteristic may be required at the time of solicitation but will not drastically change the overall statement of work. D. Intent All vendors are encouraged to respond. The priority for this acquisition is to be set aside for a service disabled veteran owned small business (SDVOSB) or a small business (SB) that has the capability to or currently perform the services outlined above. However, in case a SDVOSB or SB does not respond, all vendors are encouraged to submit responses in your own format to include documentation of corporate capabilities in sufficient detail for the Government to determine that your company possesses the necessary expertise and experience to compete for this acquisition. Please ensure responses do not exceed ten (10) pages. Documents should be submitted electronically to Mr. Carl L. Henderson, Contracting Specialist, at carl.henderson3@va.gov by February 23, 2011 by 3:00 pm EST. Since this is a Sources Sought Announcement, no evaluation letters will be issued to the participants. This synopsis is not to be construed as a solicitation or commitment by the Government and no contract will be awarded from this announcement.
