- Description
- The Bureau of Land Management is in the process of entering into a GSA Blanket Purchase Agreement (BPA) with AECOM, Inc. The BPA is a continuation of previous GSA contracting activities consisting of technical reviews and field oversight activities that have been conducted by the contractor for environmental projects being conducted by Chevron Environmental Management Company (EMC), their predecessor (Molycorp, Inc.), and their contractors in association with the Mountain Pass Mine and Processing Facility. BLM Needles Field Office requires specialized support in managing oversight of the environmental investigation, planning, and remediation activities of the Molycorp Mine in Mountain Pass, California. (1) conduct technical review of work plans, reports, and correspondence related to the environmental projects, (2) provide technical support for meetings, conferences calls, and negotiations related to the scope and impact of actions effecting and/or to be conducted on BLM-managed lands, (3) provide draft text for BLM's environmental documentation, documents authorizing activities on BLM lands, and correspondence related to the Molycorp projects, and (4) provide field oversight, sampling, and analytical services to support BLM's oversight and evaluation of environmental activities conducted on BLM lands containing or adjacent to Molycorp facilities. AECOM staff has developed a unique understanding of the background conditions for both soil and groundwater in the area of each waste management unit or area of concern, as well as the chemical and radiological characteristics of released waste materials and products. Through participation in the TWGs and conduct of technical document reviews, AECOM is BLMs primary resource of historical knowledge regarding how investigation and remediation decisions were made.
