- NOTICE OF INTENT The Department of Veterans Affairs, VISN 7, intends to award a sole-source contract to CENTURYTEL (DBA: CENTURYLINK), 100 CenturyTel Drive, Monroe, LA 71203-2041, to provide local telecommunications services at the VA Central Alabama Health Care System Outpatient facilities in Dothan and Ft. RuckerAL 36362 Growth is expected in the outpatient clinics as well as expansion at the medical facilities to meet changing veteran population needs. The infrastructure is a collaboration of numerous PRI, 1FB, TS, Metro E and Trunk circuits for voice and data communications. The Metro E circuits connect into the VA-850 VLAN at the VA Central Alabama Veterans Health Care System, 215 Perry Hill Rd., Montgomery, AL 36109. VISN7 medical facilities also utilized Direct Inward Dial (DID), Ethernet, and Sonet Ring Service. Ethernet service may require Meet-Me circuits with AT&T, the LEC in Montgomery, AL. Contractor must be able to provide connectivity back to the medical center at all three sites. PERFORMANCE REQUIREMENTS: 1. Circuit Installation: a.General Telephone Services- 1FB, Trunks, PRI, DSL, and will be within 10 days of order receipt. Exceptions must be discussed with the COTR within 5 work days of order receipt. b.Complex Data Circuits- Ethernet, Meet-Me LEC interconnection circuits or other circuits considered to be complex will be installed within 90 days of order receipt. Exceptions must be discussed with the COTR within 5 work days of order receipt. c.Coordination of Installation- Vendor must contact the designated points of contact seven (7) business days prior to proceeding to a site for installation. 2.Problem Resolution: Interruptions/Outages: Vendors are to continuously monitor all lines/and circuits. Interruptions must be reported to the local POC within 30 minutes of detection. If repair requires access to VA facilities vendor must contact the POC prior to dispatch to the problem location. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals or a solicitation for offers. However, parties interested in responding to this notice shall submit technical data sufficient to determine capability in providing the same product to Juan A. Jusino, Contracting Officer, at juan.jusino@va.gov or FAX: (478) 274-5771 by February 24, 2011 no later than 2:00 PM EST. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 517110 with a Small Business Size Standard of 1,500 employees. This is for informational purposes only and not to be construed as a commitment by the government. Any information submitted to this notice of intent is voluntary. 517110 Cable and Other Subscription Programming This industry comprises establishments primarily engaged in operating and/or providing access to transmission facilities and infrastructure that they own and/or lease for the transmission of voice, data, text, sound, and video using wired telecommunications networks. Transmission facilities may be based on a single technology or a combination of technologies. Establishments in this industry use the wired telecommunications network facilities that they operate to provide a variety of services, such as wired telephony services, including VoIP services; wired (cable) audio and video programming distribution; and wired broadband Internet services. By exception, establishments providing satellite television distribution services using facilities and infrastructure that they operate are included in this industry.
