THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this for market research purposes only. If a formal solicitation is released, it will be via the Federal Business Opportunities (http://www.fbo.gov). The Government shall not reimburse the costs of preparing responses to this request for information. The Department of Defense (DoD), Washington Headquarters Services (WHS), is performing market research to determine the availability, interest and capability of potential small business sources in sufficient number, located within a 20 mile radius of Fort Detrick, MD 21702 zip code, to provide outdoor firing range services. All vendors wishing to do business with the Government should make sure they have a DUNS number(http://fedgov.dnb.com/webform) and are registered in the Central Contractor Registration (CCR) database (https://www.bpn.gov/ccr/default.aspx). The contractor shall provide facilities for firearms qualifications. Facilities shall include outdoor firing range, a classroom, and restrooms. The facilities shall be well conditioned, maintained and follow the city/state requirements and regulations. The Contractor shall provide an outdoor firing range and classroom capable of handling approximately 12-14 trainees per session. The facilities shall be available between 6 AM - 4 PM, the first three weeks of the month, Monday through Wednesday, up to 108 days per year. A DoD representative will schedule the range and classroom at least 14 days in advance. Facilities shall include: •Range: Shall consist of at least 12-14 lanes and must be a minimum of 100 yards in length to accommodate shooters using.40 cal ammunition,.223 cal rifle and 12 gauge shotguns. The established shooting distances will be 1.5 yards, 3 yards, 7 yards, 10 yards, 15 yards, 25 yards, 50 yards and 100 yards as necessary to meet required qualifications. The specific range shall be closed to the general public while in use by DoD personnel. It shall include a PA system for shooters to clearly hear range commands down range at the farthest point. •Classroom: Shall accommodate 12-14 trainees. •Parking: Shall provide free parking for a minimum of 20 vehicles. •Storage: Shall provide an area that measures five feet by five feet for targets, cardboard backing, and small items such as staples, staplers and metal government owed target stands. The Contractor shall also provide storage space to accommodate wooden frame supplies measuring three feet wide by three feet high by eight feet long. The Government requests interested parties, located within a 20 mile radius of the 21702 zip code, to submit a brief statement of current capability to perform these services and a letter of interest. Current Capability Statement shall also include: business size (e.g. large business, small business), registration in CCR, DUNS number, length of time in this type of business and previous Government contracts, including contract numbers. HOW TO RESPOND Interested parties shall submit responses via email in Microsoft Word format. Interested parties shall provide Capability Statement on 8 ˝ by 11-inch standard paper and limit number of pages to 5 (including all attachments) to Karen Smith, Contract Specialist, at karen.smith@whs.mil, by THURSDAY, FEBRUARY 24, at 09:00 A.M.
