- Description
- The National Institutes of Health (NIH) is conducting a market survey to determine the availability of technically capable small businesses to supply laboratory animal diet and bedding to the Division of Veterinary Resources (DVR) of the Office of Research Services (ORS) at the NIH. The intended procurement will be classified under North American Industry Classification System (NAICS) code 311119, with a size standard of 500 employees. The purpose of the procurement is to provide an efficient and cost effective centralized purchasing mechanism that can maintain uninterrupted support of the research animal needs of NIH intramural investigators, and maintain compliance with various federal, state, local laws and NIH regulations affecting the use of laboratory animal diet and bedding. Successful offerors shall furnish the following: (1) laboratory animal diets for nonhuman primates, rodents, and dogs;(2) laboratory animal bedding to include hardwood, pine shavings, 1/8" corncob, pelleted recycled paper, soft loose textured virgin wood pulp bedding. Furnished products shall be in compliance with the NIH specifications found at http://dvr.ors.od.nih.gov/diet_bedding.asp. All contractors shall have a minimum of 3 years experience producing and/or delivering laboratory animal diet and/or bedding to biomedical research facilities. The contractor must have the capability to deliver, on a weekly basis, up to 500 bags of bedding and 620 bags of diet to multiple facilities. Vehicles used to transport diet and bedding shall be clean, water tight, and pest free. Diet and bedding shall be transported in dedicated vehicles free of potential contaminants. The contractor shall have a documented pest management program. The contractor (distributor and manufacturer) production and warehouse facilities will have in place a documented maintenance and sanitation program for their warehouses and production facilities. Facilities and equipment used to store and/or manufacture animal feed and bedding products for this contract shall be free of any potential contaminants. The contractor shall have a documented ingredient/raw material quality assurance program to avoid contamination. The average minimum nutrient concentrations of ingredients used to produce DVR required lab diets are found in the most recent issue of the National Academy of Sciences publication, "United States-Canadian Tables of Feed Composition" or Feedstuffs, "Ingredient Analysis Table". The Government anticipates that there will be multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts awarded for this requirement. A one year base period of performance, with two, one year option periods is anticipated. The planned release date of the solicitation document is on or about April 1, 2011, with a due date of April 22, 2011. The planned contract award date is July 1, 2011. Interested firms must provide qualifications package that includes a comprehensive listing of the laboratory animal diets and bedding available to the Government. Inclusion of a copy of the firm' s current commercial catalog should meet this requirement. Additionally, qualifications packages must also include business size, annual receipts (average gross revenue) for the last three (3) fiscal years, and the responses should also include: Responses must reference the sources sought # SS-NIHOD2011265 and include the following: (1) Name and Address of the Organization, (2) The size standard and small business program (8a, Service Disabled Veteran, HubZone) status of the company, (3) Point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Contractor's existing literature on services provided and experience (i.e. pamphlets, brochures, etc.) (6) List of organizations to whom similar types of services have been previously provided to include contract number, dollar value, name and phone number of contracting officer, (7) Qualifications or resumes of any key personnel. THIS SOURCES SOUGHT IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENT WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE.
