- Description
- The Centers for Disease Control and Prevention (CDC) intends to issue a sole source firm-fixed price purchase order for a maintenance agreement to Hydro, Inc., 376 Dunahoo Road, Winder, Georgia 30680. The Government has determined that Hydro, Inc. is the only responsible source for this requirement in accordance with FAR 6.302-1 since repair and maintenance must be supplied directly by Hydro, Inc. to avoid invalidation of equipment warranties and/or service agreement coverages. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency. Delivery under the subsequent purchase order will be to the attention of Deborah Guess-Skinner, Centers for Disease Control and Prevention, Office of Infectious Diseases, National Center for Emerging Zoonotic Infectious Diseases, Division of Scientific Resources, 1600 Clifton Road, NE (Roybal), Atlanta, Georgia 30333. The maintenance agreement will be for a period not to exceed one (1) year from date of award. Line Item 0001 is located at 1600 Clifton Road, NE (Roybal Campus) and 4770 Buford Highway, (Chamblee) campuses and covers the entire facilities. The vendor shall furnish the necessary services and supplies for regularly scheduled component exchange/replacement service and maintenance for the Government owned water purification systems at the Office of Infectious Diseases of the Centers for Disease Control and Prevention. All systems shall be serviced as indicated and in a manner according to the type, configuration and/or as described by the manufacturer. All materials, parts and consumables used shall be original equipment or equivalent, and/or as specified by the manufacturer, and produce the Point of Use (POU) quality of water described for the respective system. The tanks, resins, filter holders; connections and miscellaneous hardware presently in use are government-owned items. All replacement items shall be compatible. If the vendor chooses to change the components/units to components/units that are different from that presently in use, the vendor shall be required to change out all such components/units at the beginning of the contract period with approval of the Project Officer and at no additional cost to the Government. Scheduled component exchange/replacement service and maintenance shall be performed at equal intervals throughout the contract period or as required. Depleted or sub-functional systems shall be scheduled for immediate service and must be completed within three (3) working days of the contractor being notified. Routine and non-routine component exchange/replacement service and maintenance shall be scheduled to coordinate with the laboratories being serviced and/or personnel responsible for and affected by the service being performed. Systems that involve other processes, such as, but not limited to, autoclave feeds, may require coordination with building maintenance, safety and/or other authorities. Service shall not be started on any system unless all materials needed to complete service are on site. All scheduling conflicts and issues should be directed to the project officer. The vendor will be responsible for replacing any needed parts that are related to regular/routine component exchange/replacement services and maintenance, such as but not limited to, o-rings, tubing connectors and fittings, interconnecting tubing and faucet parts. The tanks, resins, filter holders; connections and miscellaneous hardware presently in use are government-owned items. The vendor will not be responsible for major components or subassemblies, control units, resistivity meters and indicators that malfunction under normal use. New or recharged resins used for CDC purposes shall not be mixed with those of other facilities or institutions. New or recharged resins shall be provided for CDC use only. At any time during the life of the contract, the vendor shall, if required by the Government, demonstrate to the satisfaction of the Government that recharged resins are not being mixed with those in non-medical institutions, or other institutions, and that the resins of different manufacturers are not being mixed with those presently in use. All Dl-resin presently in use at CDC are NM-60 (unless otherwise noted). The vendor will be responsible for any damage done or caused to any laboratory water purification systems at CCID as a result of improper service, poor workmanship, and use of improper parts/equipment and/or negligence. All routine maintenance calls shall be made during the Government's normal working days, Mondays through Fridays, between the hours of 8:00 a.m. to 4:30 p.m., excluding Federal holidays. Other tasks and services to be performed as follows: (1) PI- Service: Exchange and/or replacement of pre-filter cartridges, Dl-resin tanks or cartridges, post membrane filters, and in some cases, organic scavenger, as specified by the system type, configuration and/or model in the CCID Laboratory Water Systems. The number of exchange services per contract period and/or interval is in the NCID Laboratory Water Systems. Regeneration of resins as required shall be included as part of the services; (2) Sanitation: Sanitization of water systems utilizing reverse osmosis and/or ultra filtration components, using standard sanitizing techniques as specified by the system type, configuration and/or model in the CCID Laboratory Water Systems list. The number of sanitation services per contract period is as listed in the NCID Laboratory Water Systems list; and (3) Soft-Salt: Exchange softener salt as specified by the system type, configuration and/or model in the CCID Laboratory Water Systems list. The number of exchanges per contract period is as listed in the CCID Laboratory Water Systems list. PI Resin Regeneration: The PI resin and resin tanks used in the systems are government owned items, therefore regeneration of these resins is required as follows: (1) Resins will be regenerated as per the resin manufacture guidelines and specifications; (2) Regenerated resins will have of usable capacity that is at minimum 85% of same type new resins capacity; (3) Resin regeneration facility should be located within 200 miles of Coordinating Center for Infectious Diseases (CCID) of the Centers for Disease Control and Prevention (CDC) laboratory sites covered by this contact in order to reduce degradation of resin capacity due to excess shipping and handling. The main types of laboratory water purification systems at the Office of Infectious Diseases, National Center for Emerging Zoonotic Infectious Diseases, Division of Scientific Resources of the Centers for Disease Control and Prevention laboratories in Atlanta, GA are as follows: (1) Deionization Systems: (a) Standard System: Consists of pretreatment, deionization system shall produce a point of use water quality of 17.5 mega ohm/cm specific resistivity measured with a digital temperature-compensated meter. Functional resistivity range per service cycle =17.5-10 mega ohm/cm; (b) Enhanced System: Consists of pretreatment, deionization system with an additional deionizer/polisher, and, in some cases, an organic scavenger, installed in tandem, and possibly a 0.2 micron post filter; shall be capable of delivering a point of use water quality of 17.5 mega ohm/cm specific resistivity measured with a digital temperature compensated meter. Functional resistivity range per service cycle = 17.5 - 10 mega ohm/cm (2) High Purity Systems: (a) Low Organic: Supply point of use water quality that is 17.5 mega ohm/cm, with ultra-low organic contamination and bacterial and particulate removal. Functional resistivity range per service cycle =17.5-10 mega ohm/cm; (b) Pyrogen Free: Supply point of use water quality that is 17.5 mega ohm/cm, with pyrogen free, reduced organic contamination and bacterial and particulate removal. Systems in this category would usually have an ultra filter membrane. Functional resistivity range per service cycle = 17.5 - 10 mega ohm/cm; and (c) Ultra High Purity: Supply point of use water quality that is 17.5 mega ohm/cm, with pyrogen free, reduced organic contamination and bacterial and particulate removal. Systems in this category would usually have an ultra-filter membrane and ultraviolet light for organic reduction. Functional resistivity range per service cycle =17.5-15 mega ohm/cm. A service ticket shall be provided to the Project Officer for each completed service call. The ticket shall include a unique document number, description of service performed, date of service, location of the system including room number, system type/configuration as specified on the CCID Laboratory Water Systems list. The vendor representative and the CDC laboratory person verifying the visit at the system location, or the Project Officer must sign the service ticket. All items invoiced for payment must have a corresponding service ticket before payment will be authorized. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE SOLICITATION; A SEPERATE WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE NOT BEING REQUESTED. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency.
