- NOTE: Under the direction of the Eastern Services CMC in Windsor, CT the US Postal Service (USPS) is consolidating requirements for water treatment services across the United States in order to reduce overall costs and gain efficiencies. There will be a series of solicitations released in 2011 to accomplish this goal. Requirements presently under contract are subject to consolidation. Incumbent suppliers of these services are strongly encouraged to review and bid on these consolidated solicitations, as the current contracts will be terminated at the convenience of the USPS in favor of the consolidated agreements at the time they are awarded. For the purpose of Solicitation # 2DW-11-A-0052, the US Postal Service (USPS) is requesting offers to provide water treatment service at fifteen (15) Postal Service locations in accordance with the USPS Statement of Objectives (SOO), Site specific Statement of Work (SOW) if provided, equipment list and site specific requirements. The initial term of this agreement shall be for two (2) years, starting 04/01/2011 and ending 05/31/2013, with possibly four (4) two-year renewals. This contract will not exceed 10 years in total. All pricing shall be based upon work the contractor is required to perform as specified in the USPS Statement of Objectives (SOO) / Site Specific Statement of Work (SOW) if provided, equipment list and site specific requirements. All interested contractors are required to register with the US Postal Service eSourcing solution as described in eSourcing attachment #1. Upon registration each interested contractor will be sent an eSourcing RFP request via the US Postal Service eSourcing system. If you do not receive an RFP invitation within 24 hours of registering, please contact Bob Wilczynski @ 860-285-7004. All interested contractors must do the following by close of business (4pm ET) on Friday March 18, 2011: •1. Complete all components of the eSourcing Request for Proposal (RFP) questionnaire associated with 2DW-11-A-0052 •2. Electronically attach the following to eSourcing Request for Proposal (RFP): •a. Completed "Provision 4-3 Representations and Certifications " (pages 5-8) of this solicitation. •b. A single written proposal based upon the USPS Statement of Objectives (SOO). Within the single written proposal the prospective contractor shall include site specific requirements, an estimate of the "yearly" labor hours and materials required for satisfactory contract performance based upon site specific Statement of Works (SOW) if provided, SOO, equipment listing and site location list. •3. Enter a separate "two-year" price for each location in the electronic system. Pricing shall be inclusive of all materials, equipment, labor and associated fees and incidentals required for the satisfactory performance of this contract per the Statement of Objectives (SOO) / Site specific Statement of Work (SOW). For your information, the USPS bases sourcing and material management decisions on best value. Best value is defined as the outcome that provides the optimal combination of elements such as lowest total cost of ownership, technology, innovation and efficiency, assurance of supply, and quality relative to the Postal Service's needs. Upon USPS review of proposals; contractors may be required to participate in an additional competitive event which may include an English reverse auction (eRA). If a competitive event is to be scheduled; the event will take place on Tuesday 03/29/2010 at 10:00 am ET. Please be prepared to attend this event if requested as participation will be required in order for your company to receive a contract award for this opportunity. If an "eRA" is required; pricing shall be submitted during the eSourcing event on a " two-year " basis and shall be fixed for the initial term of the contract for each location separately. Bids shall be inclusive of all materials, equipment, labor and associated fees and incidentals required for the satisfactory performance of this contract per the Statement of Work (SOW). Invoicing and payment processing shall be "Monthly" in arrears, based upon the fixed price agreed to. "Minor Out-of-Scope" work valued under $2,000 may be performed by the contractor with prior approval by the Contracting Officer. "Out-of-Scope" work valued over $2,000 must be brought to the attention of the Contracting Officer's Representative (COR) who will forward the related work request to the Facility Services Office (FSO) for their review and processing. Note : USPS reserves the right to award repair work as necessary. Invoices must include the contract number and must be submitted to the address listed on page 1, block #15. The Contracting Officer (CO) shall provide preliminary notice of intent to renew at least sixty (60) days prior to contract expiration and renewal notice at least thirty (30) days prior to contract expiration. Renewal option pricing for all contract line items will be priced using the following index: Consumer Pricing Index (CPI) Series CUSR0000SA0L1E: Seasonally Adjusted. All items less food and energy. Range of series data will be the last 12 months published as of the date of the exercise of the option. Change to the index over the period will be adjusted by 0.75 and the result will be rounded to the nearest dollar. 0.75 x (CPI) Series - CUSR0000SA0L1E change x 100% of the price of preceding Period of Performance. Cost involved with employee security screening is the responsibility of the contractor and shall be paid for by the contractor.
