Description

The small business set-aside for Upgrade Electrical Distribution Phase 3, Project No. 626A4-11-202 at the VA Medical Center, Murfreesboro, TN is being withdrawn. This procurement is now being solicited on an unrestricted basis for full and open competition. Firms that submitted SF 330s under the previous sources sought notice need not re-submit and will be considered under this modified procurement. This project is for design services to provide all necessary architectural and engineering services required to prepare complete contract drawings, specifications, technical reports, and cost estimates, including services throughout construction for Project No. 626A4-11-202, Upgrade Electrical Distribution Phase 3 at the Tennessee Valley Healthcare System, Alvin C. York VA Medical Center, 3400 Lebanon Pike, Murfreesboro, TN 37129. Work includes architectural, mechanical, electrical, plumbing, fire protection, structural, and industrial hygiene. Work involves improvements to bring the facility into compliance with NFPA, Chapter 70, EEC codes. Construction cost range is between 2,000,000 and $5,000,000. Area of consideration is limited to a 250 mile radius of the Alvin C. York VA Medical Center, Murfreesboro, TN. The NAICS code is 541310 and the size standard is $4.5 million. The selection criteria will include: 1) Professional qualifications necessary for performance of required services; 2) specialized experience and technical competence of the A/E firm with similar type projects; 3) past performance on contracts with Government agencies; 4) Location of A/E firm; 5) experience and roles of key design personnel, specifically on related projects; 6) cost control and estimating effectiveness; (7) Veteran owned business status. Contract award is subject to availability of funds. This is not a request for proposal. Firms desiring consideration must submit two copies of SF 330 not later than 4:30 p.m. CST on March 17, 2011. SF 330 should be sent to Susan Kemp, Contracting Officer, VISN 9 Network Contracting Activity, Department of Veterans Affairs, 1639 Medical Center Parkway, Suite 400, Murfreesboro, TN 37129. No faxed or e-mail SF 330s will be accepted.
