- Description
- The U. S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns, Service-Disabled Veteran-owned Small Business concerns (SDVOSB), or for Small Business. Response by interested parties must be made by 4:00 P.M. EST on 25 February 2011. The small business size standard is less than 1000 employees. THE GEOGRAPHIC RESTRICTION is restricted to the Western Rivers of the United States. The 'Western Rivers' means the navigable portions of the Mississippi River and its tributaries above mile marker 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of Coast Guard aids to navigation facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the 'Western Rivers,' but specially excludes unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico. The dry-dock facility and its approaches shall have a minimum water depth of 8 feet and, a minimum vertical clearance of 45 feet. The acquisition is to dry-dock the USCGC SCIOTO (WLR-65504), 65 Foot 'B' Class River Buoy Tender. The performance period is expected to begin on or about 12 June 2011 and be completed within 90 days. The scope of the acquisition is for the overhauling, renewing, and repairing various items aboard the USCGC SCIOTO (WLR-65504). This work will include, but is not limited to perform Hull Plating, U/W Body, Inspect, Tender & Barge, Hull Plating U/W Body, Ultrasound Testing - Tender & Barge, Hull and Structural Plating - 3/16' Steel Plate, Repair, Hull & Structural Plating - Degraded Weld (Steel), Repair, Appendages (U/W), Leak Test - Tender, Appendages (U/W), Internal Preserve, Tender, Tanks (MP Fuel Service), Clean - Tender, Spuds, Overhaul - Tender, Spuds, Overhaul - Barge, Spud Wells, Preserve - Tender, Spud Wells, Preserve- Barge, Tanks (Potable Water), Preserve '100%' - Tender, Tanks (Potable Water), Preserve '100%'- Barge, Decks, Exterior (Barge Buoy), Preserve, Decks - Exterior, Preserve ('Non-Skid Broadcast Grit' System) - Tender, Decks - Exterior, Preserve ('non-Skid Broadcast Grit' System) - Barge, U/W Body, Preserve (100%) - Tender, U/W Body, Preserve ('100%') - Barge, U/W Body, Preserve ('Partial - Condition A') - Tender, U/W Body, Preserve ('Partial - Condition A') - Barge, U/W Body, Preserve ('Partial - Condition B') - Tender, U/W Body, Preserve ('Partial - Condition B') - Barge, Drydocking - Tender & Barge, Temporary Services, Boat Davit Winch, Shrink Wrap, Buoy and Cargo Handling Crane, Shrink Wrap, Keel Coolers - Barge, Clean, Inspect & Hydro, Main Diesel Engine & Propulsion shafting, upgrade, Steering Systems, Upgrade, Bilge, Prepare - Barge, Sea Strainers, Overhaul, Composite Labor Rate, GFP Report, and Laydays. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. In accordance with FAR 19.1305, if your firm is a HUBZone certified or a Service-Disabled Veteran-owned Small Business and intends to submit an offer on this acquisition, please respond by e-mail to: Kathy.J.Fields@uscg.mil and include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and telephone numbers. At least two references are requested, but more are desirable. Your response is required by February 25, 2011 at 4:00 P.M. EST. Contractors are reminded that should this acquisition become a HUBZone set *aside, Notice of Total HUBZone Set-Aside, will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern. Contractors are reminded that should this acquisition become a Service-Disabled Veteran-owned Small Business Set-Aside, FAR 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern. All of the above information must be submitted in sufficient detail for a decision to be made on a HUBZone, Service Disabled Veteran-owned Small Business Set Aside or Small Business Set-Aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone, SDVOSB Set Aside, or Small Business Set Aside, will be posted in the FedBizOpps website at http://www.fedbizopps.gov.
