Description
ATTACHED REQUEST FOR PROPOSAL This is a combined synopsis/solicitation for commercial services and items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-47. The solicitation number is NRC-HQ-11R-20-0018 and is issued as a Request for Proposal (RFP). This solicitation is a small business owned set aside. The Nuclear Regulatory Commission intends to award an indefinite deliver indefinite quantity contract. The price section of this solicitation is intended to be used to negotiate individual task orders on a firm fixed price basis. The contract estimated period of performance is a base period of one year with an additional 4 one-year options. The North American Industrial Classification System (NAICS) code for this procurement is 541690. This combined synopsis/solicitation is 100 percent set aside for small business. The contractor shall provide seminars, benchmarking activities, conduct operational experience reviews, and develop and draft communication tools on services required on the attached Statement of Work. (18) 2052.209-70 CURRENT/FORMER AGENCY EMPLOYEE INVOLVEMENT (OCT 1999): The following representation is required by the NRC Acquisition Regulation 2009.105-70(b). It is not NRC policy to encourage offerors and contractors to propose current/former agency employees to perform work under NRC contracts and as set forth in the above cited provision, the use of such employees may, under certain conditions, adversely affect NRC's consideration of non-competitive proposals and task orders. There ( ) are ( ) are no current/former NRC employees (including special Government employees performing services as experts, advisors, consultants, or members of advisory committees) who have been or will be involved, directly or indirectly, in developing the offer, or in negotiating on behalf of the offeror, or in managing, administering, or performing any contract, consultant agreement, or subcontract resulting from this offer. For each individual so identified, the Technical and Management proposal must contain, as a separate attachment, the name of the individual, the individual's title while employed by the NRC, the date individual left NRC, and a brief description of the individual's role under this proposal. Proposals will be evaluated based and award will be made on Best Value basis (Tradeoff). Overall technical criteria are considered more important than cost/price factors. Although no points are set forth in the Evaluation Criteria for price, price is important in the Tradeoff Assessment. Price will be evaluated for reasonableness; however, the Government will not make an award at a significantly higher overall price to the Government to achieve slightly superior technical skills. EVALUATION CRITERIA: CRITERIA 1: PERSONNEL QUALIFICATIONS AND AVAILABILITY- 50 POINTS ASSIGNED The extent to which the offeror demonstrates that the proposed key personnel, subcontractors, or consultants possess the required education background, experience, and training or combination thereof to meet the technical and regulatory objectives of the work described in the attached statement of work and the personnel are available to perform such work. The availability of the personnel to perform the work described in the attached statement of work. The extent to which the offeror demonstrate experience related to knowledge, communication, and application of safety culture concepts, including current developments in safety culture as evidenced by recent experience related to researching, evaluating and/or implementing high quality safety cultures practices and initiatives. To the extent to which the offeror demonstrate has experience related to design, development and/or deployment of various forms of written and visual media, including newsletters, case studies, webcasts, websites, podcasts, videos, etc. CRITERIA 2: CORPORATE EXPERIENCE - 25 POINTS ASSIGNED The offeror shall clearly demonstrate to NRC that they have the corporate experience necessary to respond to all aspects of the proposal by presenting experience on contracts which are/were identical or similar to the tasks described in the SOW. CRITERIA 3: PAST PERFORMANCE - 25 POINTS ASSIGNED The offeror shall also demonstrate that they have successfully performed on other contracts or purchase orders of similar size and nature within the past three years. INSTRUCTIONS FOR ADDRESSING EVALUATION CRITERIA: PERSONNEL QUALIFICATION AND AVAILABILITY - If the contractor plans to subcontract any of the work to be performed, the Proposal must provide resumes for the proposed subcontractor's key personnel including the above discussed information and must provide a detailed description of the work to be performed by the subcontractor. Offeror shall provide resumes for all proposed professional personnel. Personnel who are essential to performance will be designated as "Key Personnel". Specify the percentage of time committed to other projects over the course of the contract's period of performance for all professional personnel. Offerors are required to identify any current/former NRC employees who have been or will be involved, directly or indirectly, in developing the proposal, or in negotiating on behalf of your firm, or in managing, administering, or performing any tasks, consultant agreements, or subcontract resulting from this solicitation (list name, title and date the individual left NRC and provide a brief description of the individuals role under this proposal). If there are not current/ former NRC employees involved, a negative statement is required. Please fill out 2052.209-70 of the solicitation. The offeror shall ensure qualifications of individuals assigned to tasks specified in this contract. Individuals assigned to the tasks specified under this contract will possess the minimum number of years of acceptable experience and the level of education required to provide the professional services associated with this requirement. The information provided shall be detailed enough to demonstrate that the proposed personnel have a depth and relevancy of experience to meet NRC's requirements as set forth in the SOW. The Proposal shall include resumes for all personnel (including any proposed subcontracted personnel) to be utilized in the performance of any resulting contract. Discuss current availability and planned availability of all proposed key and subcontracted personnel. At a minimum, the resumes should include the following information: A description of relevant training and education obtained (including degrees earned). CORPORATE EXPERIENCE - Offerors shall provide the following information for all ongoing contracts and for contracts completed within the past three (3) years, similar in size, scope, and complexity to the effort described in the NRC's requirement. Identify a primary point of contact, as well as an alternate. Contracts listed may include those entered into by the Federal Government, agencies of the State and local governments and commercial customers. It is incumbent upon offerors to provide information which is accurate, current and verifiable. This shall be done by describing current and past work of a similar or identical nature in such a manner that an evaluation can be made of the relevance of this experience to the requirements of the solicitation. Please provide the following information regarding your company, firm name and address, year firm established, date the references are prepared, type of firm: small, small disadvantaged, woman owned, other, etc., principal contact person, name, title and phone number PAST PERFORMANCE - Provide any other pertinent information that will aid in the evaluation of your performance record. Identify all contracts that your firm has been awarded that were terminated for default, or subject to any disputes. If none, a negative statement is required. The NRC reserves the right to contact one or all sources identified on the Qualifications Statement regarding past performance information. Offerors who do not have any past performance of their own in this type of work shall be evaluated on the basis of the past performance of their teaming partners or subcontractors. The offeror shall list all ongoing contracts and all contracts that the offeror has completed within the past three years of the same or similar nature and size to the proposed procurement. It is incumbent upon the offeror to provide information which is accurate and current as the NRC will attempt to contact some of the references to verify the information provided. The offeror shall provide the information requested using the format specified below. Each contract reference shall be limited to one page in length: Contract or purchase order number Name and address of government agency Point of contact- name, address, phone and email Contracting office Current telephone number and facsimile number Technical representative- name, address, phone and email Estimated value of purchase order/contract award Period of performance of the contract or purchase order (including extensions) Outline how the contracted effort is similar or identical in nature to NRC's requirement, with a brief technical description sufficient to permit ready assessment of the described project's relevancy to NRC's requirement. It is not sufficient to just note that it is similar in magnitude, size and scope. OTHER INSTRUCTIONS: For the price quote, please fill out the attached Price Schedule on Section A entitled "PRICE/COST SCHEDULE." To respond to this request, your organization will be required to provide an offer to the NRC. Your proposal must be submitted electronically via email to Claudia.Melgar@nrc.gov or hardcopy in one original and two copies, no later than March 10, 2011 by 4:00 pm EST. Offers delivered by hand, including delivery by any express mail services or special delivery services which use a courier or other person to deliver the responses in person to the NRC, should be addressed to: U.S. Nuclear Regulatory Commission Division of Contracts ATTN: Claudia G. Melgar- Mail Stop, TWB-01-B10M 11555 Rockville Pike Rockville, MD 20852-2738 It shall be the obligation of the offeror to exercise due diligence to discover and to bring to the attention of the Contract Specialist at the earliest possible time, but no later than, 12:00 NOON LOCAL TIME, March 4, 2011, any ambiguities, discrepancies, inconsistencies, or conflicts between the SOW and other documents attached hereto or incorporated by reference herein. NRC is not responsible for technical difficulties and or administrative problems associated with transmission of the files to the NRC. The deadline for questions is March 4, 2011. The answers to the questions received will be posted in the form of an amendment to the solicitation.
