- SOURCES SOUGHT NOTICE Notice Number: Salt River 02 Title: Community Project at Salt River - National Park grounds Issued By: Virgin Islands National Guard USPFO - Purchasing and Contracting Key Dates: Approximately early April to late August. General Information: "This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. A determination by the Government not to compete this requirement as a set-aside based upon responses to this Notice is solely within the discretion of the Government. The VING does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. Interested parties are expected to review this Notice to familiarize yourself with the requirements of this project; failure to do so will be at your firm's own risk. Background: This is a Department of Defense initiative to train National Guard Units and provide Community Assistance. The intent is for the DOD to accept projects that otherwise will not be executed because of the government agency not having funds available to complete the project using commercial companies. The Virgin Islands National Guard (VING) is anticipating they will be continuing a project in conjunction with the National Park Service on the Island of St. Croix in the US Virgin Islands. This is a project to upgrade facilities for the National Park Service at the Salt River Complex. Purpose: This is a training program for the National Guard allowing the Guard to use construction equipment to prepare the site and finish a 1.3 mile portion of a permanent park road. The VING is soliciting organizations with who lease equipment for use without operators. As a result of this Sources Sought Notice, the VING may issue a Request for Proposal (RFP). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against VING shall arise as a result of a response to this Sources Sought Notice or the VING's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Potential requirement includes: The Guard will have an average of 40 people on site from Early April through late August. They will need Breakfast, Lunch and Dinner brought to their site daily during that period. Daily costs cannot exceed the local Per Diem rate of $74.00 per day. Mandatory Qualification Criteria: All parties interested in this project must meet the following mandatory criteria for eligibility: The offeror must possess the necessary licenses required by Local, State and Federal governments. Interested parties should submit a one-page response expressing interest and whether or not they are classified as a small business. The original document must be readily accessible for date stamping purposes. NOTE: The VING USPFO building is on a secured military location. Couriers delivering proposals must inform the gate guards the USPFO building is their destination.
