Description
The U.S. Army Contracting Command Picatinny, Picatinny Arsenal, NJ 07806-5000, on behalf of the Program Manager for Close Combat Systems (PM CCS) Picatinny Arsenal, NJ 07860-5000 is conducting a Market Survey to identify potential sources for development of a flexible alternative to persistent Anti Vehicular (AV) landmines that meets the Presidents Anti-Personnel Landmine (APL) policy with regards to Non-Self-Destruct/Self-Destruct (NSD/SD) and helps close existing countermobility capability gaps. Requested capability will be provided as a follow on increment to the U.S. Army XM-7 Spider program, maintaining baseline Spider Anti Personnel (AP) capability while providing an improved networked munitions controller and the ability to effectively employ and control fielded Army common AP and AV lethal and non-lethal munitions and effects. The existing XM-7 Spider system is built to a Performance Specification and the Government does not have a mature Technical Data Package (TDP). Spider Increment 2 will replace the stand-alone Spider controller with a networked munitions controller that provides seamless communications to the Army Battle Command System (ABCS). In addition, Spider Increment 2 may include the development of a heavy AV munition. Interested parties that believe they can meet the above requirements shall provide a brief summary of their capabilities. Submissions shall address all elements of the outline provided below. All information marked {Proprietary to company name} will not be disclosed outside of the Department of Defense. 1.Current business structure: (a) name of Company (b) point of contact(s), company address, telephone numbers (voice and fax), e-mail address(es), (c) Company size and any socio-economic considerations (i.e. large, foreign, small disadvantaged, veteran owned, woman owned, etc). 2.Description of your companys core expertise, technical capabilities, relevant experience, resources, equipment, manufacturing processes and technical point of contact in response to this Market Survey. 3.Description of any Commercial Off The Shelf (COTS) / Government Off The Shelf (GOTS)/ Non-Developmental Items (NDI) that your company has that could potentially satisfy the Government requirements, to include pictures, brochures, physical parameters (such as weight, length, and control features), performance, reliability and durability estimates. 4.Experience or understanding of equipment modularity and the ability to effectively integrate with other systems. Relevant recent examples should be provided if available. 5.Describe production/delivery capacity estimates to include lead times to achieve stated production rates and associated personnel levels. 6.Description of repair capability and use of warranties. 7.Recent past performance (within the last three calendar years) on contracts with Government agencies and private industry in terms of cost control, quality work, and compliance with performance schedules. This market survey is for information and planning purposes only, does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the U.S. Government. The Government implies no intention or opportunity to acquire funding for any activity to support current or future development efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. The documentation provided will not be returned.
