- Wage Determination Inventory PWS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13.5 streamlined procedures for evaluation and solicitation of commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number, F1W3EB0265A002 is being issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48. (iv) The associated NAICS code is 562998 with a small business size standard of $7,000,000. This solicitation is a Total Small Business Set-Aside. (v) See attached Statement of Work (SOW), Inventory, and Wage Determination. (vi) The contractor shall provide all management, tools, supplies, equipment and labor necessary to inspect, test, maintain and repair oil water separators (OWS) located at Joint Base Elmendorf Richardson (JBER), Alaska. (vii) Period of Performance is to begin 1 Mar 11-30 Jun 11 (viii) Proposal bid structure: See Below CLIN 0001, Quantity 162 Ea, OWS Inspections/Cleaning The contractor shall provide an all labor, materials, and supervision to provide the services required in accordance with the Performance Work Statement (PWS). CLIN 0002, Quantity 4 Months, ERAP Used Oil Burner and Transporting of Used Oil Used Oil Burner MaintenanceTo be performed in accordance with PWS, paragraph 1.4 CLIN 0003, Quantity 1 Lump Sum, Receive and Perform Routine Service Calls To be performed in accordance with PWS, paragraph 1.6 Do not provide pricing for this line item. Not Exceed Amount $1,100.00 CLIN 0004, Quantity 1 Lump Sum, Waste Testing and Waste Transporting To be performed in accordance with PWS, paragraph 1.5. Do not provide pricing for this line item. Not Exceed Amount $10,500.00 CLIN 0005, Quantity 1 Lump Sum, Reimbursable Parts and Materials To be performed in accordance with PWS, paragraph 1.7. Do not provide pricing for this line item. Not Exceed Amount $3,000.00 CLIN 0006, Quantity 1 Lump Sum, Special Maintenance Projects To be performed in accordance with PWS, paragraph 1.7. Do not provide pricing for this line item. Not to Exceed Amount $3,000.00 (ix) The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instruction to Offerors, Commercial Items: Contractor shall submit an offer that provides significant details to show their technical capubilty to perform the services required in the attached PWS. Please submit the following information with each quote: Cage Code, DUNS number, Tax Identification Number, Prompt Payment Terms, Delivery Time, GSA/VA/Government Contract No. (if applicable), Date offer expires, warranty, Line item unit price, and Total cost. (x) EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW 13.106-2. Award will be made to the responsible offeror whose quote/offer represents the best value in terms of technical (capability of item(s) offered to meet the government need), and price, which will be most advantageous to the government. Technical and price, when combined, Technical is significantly more important than price. Quotes must be signed, dated and submitted by 28 February 2011, 12:00 pm, Alaskan Standard Time (AKST) to the 673rd Contracting Squadron/LGCB, Attn: 2d Lt Jessica Steinhoff.
