- The Contractor shall provide community-based substance abuse prevention services, outpatient substance abuse treatment, aftercare services, and other treatment coordination along with other health care initiatives as funding allows, for the American Indian population located in the Nashville Area in which the Indian Health Service is responsible for serving. The geographical area that the Nashville Area, Indian Health Service is responsible for serving are the following states: Alabama, Connecticut, Delaware, Florida, Georgia, Louisiana, Maine, Maryland, Massachusetts, Mississippi, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Vermont, Virginia, and West Virginia. These types of acquisitions are governed by the Snyder Act of 1921 (25U.S.C. 13), the Transfer Act (42 U.S.C. 2001), Title V of the Indian Health Care Improvement Act (P.L. 94-437), as amended, and the Buy Indian Act (25 U.S.C. 47). Contracts awarded under the above listed authority are for Urban Indian Organizations for the provision of health care. Through these contracts the Urban Indian Organization may enter into subcontracts for supplementary health services and identify referral services for Urban Indians residing in urban areas.Title V of the Indian Health Care Improvement Act was enacted to make health care services accessible to American Indians and Alaskan Natives residing in urban areas. Also, insures that Urban Indians benefit from the specially authorized health care and referral services and provides Urban Indian organizations with the ability to carry out these programs through grants and contracts provided by the Indian Health Service. To be eligible to receive contracts under this section contract recipients must meet specific qualifications. The applicant must be a non-profit body situated in an Urban Center.
