NUMBER: F11PS00413POSTED DATE: 2/18/2011SUBJECT:INTENT TO SOLE SOURCE This announcement constitutes the only notice. This is not a request for quotes. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: FOR :JETA/AVGAS Purchase, storage and pumping in support of Polar Bear Project on Chukchi SeaFROM:March 12, 2011 to approx May 15, 2011NAICS:488190Other Support Activities for Air TransportationAUTHORITY:8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: Red Dog mine and port site are owned and operated by Teck Cominco Alaska Incorporated dba: Red Dog Mine. There is no airstrip at the port site thus fuel can only be supplied at this site via helicopter, barge, or road. Suppliers of Jet A and aviation gas in nearby areas, such as Crowley in Kotzebue, can only supply fuel to this site if there is an airstrip. No airstrip is available at the port site. In addition, we would have to coordinate the use of any outside suppliers with Teck Cominco Alaska, inc who owns and operates the port site. Thus, we are not aware of any other supplier of Jet A and aviation gas to the port site of Red Dog mine. The supply/service is needed in support of a research effort to capture polar bears in the Chukchi Sea; a crew of biologists will be working with a helicopter based out of Red Dog mine port site. Teck Cominico Alaska, Inc dba: Red Dog Mine owner/operator of the port site has provided a tank for Jet A at the port site for exclusive use by our research program during this time. No other aircraft operate at the port while we are there. The tank is filled from a larger tank that is located at the inland mine site and transported by road to the port site. They also supply aviation gas in barrels. We will have two helicopters based at the port site. From March 12-May1 we will have a Bell206 longranger which uses jet A from the tank and between April 6 and 30th we will have an R44 helicopter that uses aviation gas. Teck Cominco Alaska, Inc transports fuel via truck from their mine site along a local road that they maintain to the port site tank.
