Description
Solicitation Provisions and Clauses with Evaluation Criteria. THIS IS EXPTECTED TO BE 100% SMALL BUSINESS SET-ASIDE FIRM-FIXED PRICE CONTRACT TYPE: INDEFINITE DELIVERY/INDEFINITE QUANTITY -Multiple Award Schedule SOLICITATION POSTED 2/18/2011 The Utah NRCS Soil Survey Program will be soliciting professional soil scientist services in February 2011. The Natural Resources Conservation Service (NRCS) shall conduct initial and update soil survey activities in Utah. This contract shall be for field and office activities in support of the soil survey. Potential contractors shall be able to independently conduct some or all of the following items: 1) Collect documentation in the form of transects, traverses, and soil descriptions that meet the standards of the National Cooperative Soil Survey (NCSS). 2) Complete soil survey maps that meet the standards of the National Cooperative Soil Survey (NCSS). 3) Complete data entry and data analysis for the National Soils Information System (NASIS) database. 4) Utilize Geographic Information Systems and remote sensing to model soils, assist in delineating soils, and assist in predicting the geographic distribution of soil properties. National Cooperative Soil Survey The National Cooperative Soil Survey (NCSS) is a nationwide partnership of federal, regional, state, and local agencies and institutions. This partnership works together to cooperatively investigate, inventory, document, classify, and interpret soils and to disseminate, publish, and promote the use of information about the soils of the United States and its trust territories. The Natural Resources Conservation Service (NRCS) is responsible for the leadership of soil survey activities of the U.S. Department of Agriculture, the leadership and coordination of NCSS activities, and for the extension of soil survey technology to land use decision makers. Technical and procedural references provide the standards, guidelines, definitions, policy, responsibilities, and procedures for conducting the National Cooperative Soil Survey in the United States. NCSS standards are common or shared procedures that enhance technology transfer, data sharing, and communications among soil survey participants. NCSS standards apply to various soil survey functions. The many references listed in Exhibit 600-1 of the National Soil Survey Handbook contain standards. Key Personnel Qualifications • The contractor must possess a degree in a Natural Resources field to include the required minimum soils related courses to qualify as a Soil Scientist in the NRCS. • Demonstrated field experience in mapping and describing soils. Experience in the western U.S. is preferred. • Knowledge of the procedures for conducting and completing all aspects of soil survey to NCSS standards to include soil science, landscape position and soil relationships, soil component and ecological site correlation, and soil classification. • Knowledge of the National Soil Survey Information System (NASIS) for data entry and data analysis. • Knowledge of Geographic Information Systems and Remote Sensing techniques for use in determining the spatial extent of soils and various soil properties. Place of Performance The work will be conducted in various areas of Utah. Period of Performance Five years from the date the contract is issued.
