Description
SOURCES SOUGHT Date Street Buildings 100 and 200 Rehabilitation This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns that may be interested in performing the proposed project may submit capability statements for consideration. Based upon response to this announcement and capability statements, the Government may determine to set this acquisition aside, proceed with an unrestricted solicitation or decide on an alternate procurement strategy. The Proposed Project The proposed project is to rehabilitate two existing circa 1940's buildings (approximately 10,000 square foot each) in accordance with "The Secretary of the Interior's Standards for Rehabilitation of Historic Buildings." The project would include both design and construction activities, and would be solicited under Federal Acquisition Regulation (FAR) Subpart 36.3 "Two-Phase Design-Build Selection Procedures." The buildings shall be designed and built to achieve at minimum a "Silver" rating in accordance with U.S. Green Building Council Leadership in Energy and Environmental Design (LEED) Program. The type of space in the buildings would include training (educational-type occupancy), conferencing (assembly-type occupancy), high density storage (storage-type occupancy), and office (business-type occupancy). The existing buildings are located at the Bureau of Reclamation's Date Street Complex in Boulder City, Clark County, Nevada. Sources should submit statements showing ability as a prime-level contractor of an experienced and established design-build team including architectural/engineering and construction services to meet the following capability requirements: 1.As a prime-level contractor of a design-build team, within the past five years, successfully designed, constructed, and commissioned at least three commercial office buildings of at least 20,000 gross square feet with the design-build project delivery method. One building must have been constructed in the southwest United States. 2. As a prime-level contractor of a design-build team, within the past five years, successfully designed, constructed, and commissioned at least one educational or assembly project of at least 10,000 gross square feet. 3. As a prime-level contractor of a design-build team, within the past five years, successfully designed, constructed, and commissioned at least one storage project of at least 10,000 gross square feet. 4. As a prime-level contractor of a design-build team, within the past five years, integrated at least one building's size, massing, and other architectural features to be compatible and sympathetic with an existing building(s) eligible for or listed in National Register of Historic Places. 5. As a prime-level contractor of a design-build team, within the past five years, successfully designed, constructed, and commissioned at least three "silver" rated or better office buildings in accordance with the U.S. Green Building Council Leadership in Energy and Environmental Design (LEED) Program. 6. Has at least one LEED Accredited Professional (AP) employee on staff with at least three years of post LEED AP credentialing experience. 7. As a prime-level contractor of a design-build team, have sufficient financial and management capability to bonding in an approximate amount of $7 million. Capability statements are to be submitted no later than March 4, 2011, 3:00 PM PST. The capability statement shall address the work listed above and the offeror's ability to meet the qualification requirements listed above. It should also describe previous procurements performed of similar size and complexity. Additionally, all responses to this sources sought shall include company name and address, business size and type (HUBZone or Service-Disabled veteran small business, etc), and point of contact to include e-mail address and telephone number. Capability statements shall not exceed five pages in length. This information will be used to assist the Contracting Officer in developing the procurement strategy, in particular, including whether a HUBzone or Service-Disabled Veteran Small Business set-aside is warranted or if another socio-economic set-aside strategy is more appropriate. The applicable NAICS Code for this announcement is 236220 - Commercial & Institutional Building Construction. The Small Business Size Standard is 33.5 Million.
