Description
This is a combined Synopsis/Solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NIAID- NOI-11066, a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-49 dated January 24, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 325414, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure fifty (50) Leukapheresis/Tissue Specimens and sixty (60) Blood Specimen samples from Maple Leaf Medical HIV Research Collaborative Inc. The purpose of this requirement of samples is to continue investigation from rare HIV patients as we are actively studying whether HIV can be eradicated in patients. Our plan is to study cells from such individuals in order to understand the factors involved in accelerated decay of HIV in vivo. These specimens can only be obtained from 0.1-0.2% of the HIV patient population and the only known source at this time is Maple Leaf Medical HIV Research Collaborative, which has a large cohort of these patients. This requires screening of a large number of patients that will be subjected to determination of his or her CD4+ T cell count, plasma viral load, and disease status. Upon the screening procedures, a selected number of patients will be subjected to leukapheresis followed by cryopreservation of peripheral blood mononuclear cells. It is vital to the lab's ongoing research to continue using Maple Leaf Medical HIV Research Collaborative because the data being used must be consistent with previous results under Protocol #Z01A1000851-05 Role of Viral Reservoirs in the Pathogenesis of HIV Disease. It would be detrimental to the research of the Government to change vendors at this time. Award will be based on 1) capability to meet salient characteristics, 2) price, and 3) delivery. Delivery shall be on an as-needed basis for ten (10) months from date of award to Bethesda, Maryland, 20892. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are 'Destination' and Net 30. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33 Payment by Electronic Funds Transfer - Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included with submission and can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the Offeror acknowledges the requirement that a prospective Awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
