Description
On or about 21 Mar 2011, this office will issue a Request for Proposals for a Small Business Rapid Response/Immediate Response (RR/IR) contract as an indefinite delivery, indefinite quantity type contract for remediation of various hazardous waste sites for national coverage (Continental United States, Alaska, Hawaii and U.S. Territories). This contract will require the contractor to furnish and transport all plant, labor, materials and equipment to perform all work necessary to complete RR/IR requirements at confirmed or suspected Hazardous, Toxic, and Radioactive Waste (HTRW) sites and Ordnance and Explosive (OE) sites as identified. Task orders (TO) issued under this Contract will be Fixed Price or Cost Reimbursable with Service or Davis-Bacon Act wages, as applicable, depending on the type of project incorporated into each individual task order. It is anticipated that a majority of work will be accomplished on a cost reimbursable basis. The contractor shall provide personnel with current training and medical monitoring as required by the Occupational Safety and Health Administration (OSHA), and other applicable training that may be necessary for work in HTRW and OE situations. The Contractor shall comply with all federal, state and local laws and regulations that may be applicable to the specific performance based work statement in the task order. The contract will use performance-based work statement in order to simplify the task order requirements while providing for the maximum amount of flexibility for the contractor to successfully complete the project at the lowest price. This solicitation will be set aside for small business participation only under the NAICS Code 562910 with a size standard of 500 employees. Please be advised of on-line registration requirement in the central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certification (ORCA) at http://orca.bpn.gov. Representations and Certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
