- Description
- On or about 15 Mar 2011, this office will issue a Request for Proposals for an Unrestricted Rapid Response/Immediate Response/Emergency Response (RR/IR/ER) contract as an indefinite delivery, indefinite quantity type contract for remediation of various hazardous waste sites for both CONUS and OCONUS (i.e, worldwide coverage). This contract will require the contractor to furnish and transport all plant, labor, materials and equipment to perform all work necessary to complete RR/IR/ER requirements at confirmed or suspected Hazardous, Toxic, and Radioactive Waste (HTRW) sites and Ordnance and Explosive (OE) sites as identified. Task orders (TO) issued under this Contract will be Fixed Price, or Cost Reimbursable with Service or Davis-Bacon Act wages, as applicable, depending on the type of project incorporated into each individual task order. The contractor shall provide personnel with current training and medical monitoring as required by the Occupational Safety and Health Administration (OSHA), and other applicable training that may be necessary for work in HTRW and OE situations. The Contractor shall comply with all federal, state and local laws and regulations that may be applicable to the specific performance based work statement in the task order. The contract will use performance-based work statement in order to simplify the task order requirements while providing for the maximum amount of flexibility for the contractor to successfully complete the project at the lowest price. If OCONUS performance is required, task orders will incorporate applicable requirements including, but not limited to, PIL 2009-01, PIL 2008-05-01, and Status of Forces Agreement (SOFA), as applicable.
