Submit the technical and price proposal in" This is a sources sought notice and there is no solicitation available. Original notice This is a SOURCES SOUGHT NOTICE to determine the availability and capability of small businesses that are HUBZone, 8(a), Small Disadvantaged Business, Woman-Owned Small Business, and/or Service-Disabled Veteran-Owned Small Business firms. This notice is for planning purposes only and is not a notice of solicitation issuance. This notice does not constitute a commitment, implied or otherwise, that a procurement action will be issued in the future. The Government will not reimburse Contractors for any effort resulting from their response to this notice. The WOFC is designed as a 7,500 fitness facility intended to serve the Federal personnel, including Federal employees and contractors, employed at the White Oak Campus. The WOFC is located in a building owned by the General Services Administration (GSA) and occupied by FDA. The WOFC includes a reception area, stretching area, circuit training area, cardio training space, free weight training area, aerobic studio space and locker rooms. Contractor will be required to: 1. Design, coordinate and administrate complete and comprehensive wellness and fitness program including, but not limited to, the following: exercise classes, weight training, nutrition, wellness education and recreational activities consistent with the needs of the membership population and based on surveys and assessments of the client population’s needs and interests. 2. Provide all supervision and labor required to operate a first-quality, professional wellness and fitness program. The WOFC hours of operation shall be Monday through Friday from 5:30am to 8:30pm with the gym doors closing at 8:00pm, excluding all Federal holidays. Hours subject to change depending on need, and will be determined by Division of Logistics Services and Facilities Operations (DLFSO) Project Officer 3. Establish, administer, and enforce WOFC operating procedures and rules; in consultation with the Project Officer. 4. Provide instruction, guidance, and assistance to members on proper use of equipment, exercise programs, wellness concerns and health-related life-style changes. 5. Monitor and maintain all exercise equipment and fitness areas to ensure program needs, equipment usage and facility conditions are in compliance with safety regulations. 6. Furnish Spray cleaner, wiping cloths, broom, dust pan, mop, and any other cleaning and disinfection supplies necessary to sanitize the equipment periodically throughout the day. Contractor shall ensure that the locker room areas are maintained in a neat condition and wiped down sink and counter surfaces as needed and after peak use. The WOFC locker rooms and reception areas shall be cleaned daily by the GSA/FDA’s janitorial Contractor. 7. Promote health fairs, wellness programs, smoking cessation and other health and fitness-related activities that would improve member health and encourage employees to purchase and renew memberships. 8. Develop and distribute promotional communications including literature, pamphlets, posters flyers, brochures, and emails that promote the WOFC. 9. Development and distribution of surveys of employees, as directed by the DLSFO project Officer, including members and non-members, in order to identify and subsequently design recreational activities, leagues, instruction, fitness classes, etc…that reflect and promote the interests of eligible members as derived from the results of the surveys in order to encourage new memberships, and promote health and wellness among the Campus population. 10. Support the use of the White Oak Campus softball field, sand volleyball court, 3/4ths scaled regulation soccer field and future similar outdoor activities during and after normal operating hours by signing in/out softball bats, softballs, bases, volleyballs, soccer balls and other portable equipment for use by members and non-members. All equipment intended to be used outside of the WOFC shall be furnished by the FDA. 11. Organize and promote through use of FDA employee volunteers an annual running road race of not less than 5 miles and not more than 6.2 miles, as a non-competitive event for Department of Health and Human Services (HHS) employees and HHS contractors participation. Race shall include a separate course for runners and for walkers, and accommodations for handicap employees shall be provided, including wheelchair users. Race shall include a reasonable registration fee to defray all costs incurred. Participants shall receive a running or walking number and upon completion be awarded a race t-shirt of good quality with the name of the event listed on the shirt. All advertising on the shirt is prohibited with the exception of advertising for the WOFC. The race shall be conducted in the tradition of the Parklawn Classic that was run from the Parklawn Building location in Rockville for more than 25 years. One rain date shall be provided prior to canceling of the event. Excess funds collected through registration fees shall be applied to offset the operating costs for the WOFC. 12. Monitoring and control of the physical activities of all members while using the facility, with particular attention and observations for those members for whom a specific program has been prescribed. In particular, advise Commissioned Corps Officers of the Public Health Service (PHS) regarding the attainment of their mandatory Annual Physical Fitness Test certification as described in the following we site, http://cerf.hhs.gov/cerf/phsycial.htm. The Contractor shall be thoroughly familiar with the PHS Commissioned Corps physical fitness requirements. Interested small business potential offerors are encouraged to respond to this notice. Responses to this notice shall be limited to 7 pages, and must include: A. Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. B. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. C. Business size for NAICS 713940, with a small business size standard of $5million and status, if qualified as an 8(a) firm (must be certified by SBA), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUBZone firm (must be certified by SBA), and/or Service-Disabled Veteran-Owned Small Business (must be listed in the VetBiz Vendor Information Pages). D. DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies also must be registered in the Central Contractor Registry (CCR, at www.ccr.gov) to be considered as potential sources. E. Identification of the firm's GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. F. If the company has a Government approved accounting system, please identify the agency that approved the system. Please submit copies of any documentation such as letters or certificates to indicate the firm’s status (see item #C, above). To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in this announcement. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. Responses to this notice must be received by the Contract Specialist named below not later than 2:30 PM Eastern Standard time on March 11, 2011 for consideration.
