- DescriptionNASA/GRC has a requirement for continued support and guidance in the ongoing effort toprepare a plan for the development of a Nuclear Thermal Propulsion system.NASA/GRC intends to purchase this continued support from Renmar Enterprises, Inc., 1429Clyde Drive, Naperville, IL 60565-1309. Dr. Samit Bhattacharyya, President of this firm, has been part of the initial team whichincludes the Department of Energy, other NASA Center personnel, and private industry. These previous studies and combined efforts of all will produce early designs based on asignificant existing database and would rely to a large extent on non-nuclear tests andfocused nuclear tests in order to minimize cost and maximize effectiveness.Dr. Bhattacharyya has previously provided us with program planning support for NASAsFission Surface Power effort. His support and work in this area along with over twentyyears of experience with Nuclear Thermal Propulsion gives him a unique understanding andknowledge of the current studies related to our Agency.In his past position as Director of Research at the Argonne National Laboratory, Dr.Bhattacharyya was involved in the development of ceramic-metallic (cermet) fuels. Heauthored a technical memorandum on NTP fuel options which included extensive references. He also held the position as Director of the Savannah River National Laboratory. Thesecombined positions have given him much experience in a wide variety of areas related toNuclear Thermal Propulsion.Due to the background experience and initial work already started in the beginning stagesof support for the development of this system we would like to have Dr. Bhattacharyya andhis firm continue with the next phases. To begin this process with any other vendorwould not be cost effective to the government both in time and money.The Government intends to acquire a commercial service item using FAR Part 12 and theSimplified Acquisition Procedures set forth in FAR Part 13. The Sole Source is under the authority of FAR Reference Part 13.106-1(b)1.Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
