Description
This SOURCES SOUGHT NOTICE is for market research purposes only to determine the availability of potential businesses with capabilities to provide the service described below. Potential offerors are invited to provide feedback via e-mail to John Lombard at john.lombard@va.gov or by phone at 360-852-9854. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Requirement: The Department of Veterans Affairs VA NW Health Network (VISN 20), is seeking potential sources capable of providing Emergency Housing & Care Services for Homeless Veterans (female and male). Emergency Housing under this contract will normally require care and services over and above the level of room and board. Homeless Veterans may have ongoing mental illness, depression, schizophrenia, post traumatic stress disorder, and/ or substance dependencies. The facility will not be used for detoxification or other hospital level treatment, facilities within the VA NW Health Network will service as treatment center. The contractor shall furnish each veteran authorized care under this contract, housing, to include, but not necessarily limited to, beds, restroom, bath, and kitchen facilities, and related furnishings. The contractor shall also provide food for two balanced meals daily and snacks daily to each shelter resident and personal hygiene items, first aid supplies, and storage as needed. It is anticipated that these services will be required in the following geographical areas: "Alaska VA Healthcare System Anchorage, AK 99504 "Kenai VA Community Based Outpatient Clinic (CBOC) Kenai, AK 99669 "Mat-Su VA Community Based Outpatient Clinic (CBOC) Wasilla, AK 99654 "VA Puget Sound Healthcare System - Seattle Division Seattle, WA 98108 "VA Puget Sound Healthcare System - American Lake Division Tacoma, WA 98493 "Portland VA Medical Center Portland, OR 97239 "North Coast Community Based Outpatient Clinic (CBOC) Warrenton, OR 97146 "Bend Community Based Outpatient Clinic (CBOC) Bend, OR 97701 "Spokane VA Medical Center Spokane, WA 99205 "Wenatchee Community Based Outpatient Clinic (CBOC) Wenatchee, WA 98801 "Coeur d 'Alene Community Based Outpatient Clinic (CBOC) Coeur d 'Alene, ID 83815 Potential contractors shall provide, at a minimum, the following information to John Lombard at john.lombard@va.gov or the address listed below: 1)Offeror's name, address, point of contact name, phone number, and e-mail address. 2)Offeror's interest in bidding on the solicitation when it is issued and the geographic area they can provide the services. 3)Company's DUNS number, type of small business and Business Size. 4)Brief capability statement with enough information to determine if the company can meet the requirement. The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statement regarding the company's ability to provide the service above. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate Small Business interest, however, preference will be given in accordance with FAR Part 8 and VAAR Part 808. The Government must ensure there is adequate competition among the potential pool of available contractors. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. All interested contractors should notify this office in writing or via email by 4:00 PM Pacific Day Time on 11 March 2011.
